Stay up to date on the status of ORCA projects in the pipeline:

Early-stage projects list: This list includes projects that have submitted an intake but haven’t yet completed a full application for funding.

Active projects list: This list includes projects that have applied for funding and are working through the ORCA process, from impact assessment through commitment.
Projects on the waitlist: When there's more demand for funding than available money, projects are placed on a waitlist in the order in which applications were completed. These projects have completed the impact assessment step, and when new funding becomes available, they will be notified in order of their place on the waitlist. OHCS may ask applicants to update their application on the waitlist. Learn more about the waitlist policy in the

Available Resources and ORCA Waitlist
Stay up to date on the currently available development resources by referring to projects on the waitlist.This information is updated monthly after each HSC meeting. OHCS staff can help developers determine the best fit for funding resources given eligibility requirements and resource availability.
ORCA Waitlist Recertification Process Opens Feb. 10-March 3
The ORCA Waitlist Recertification process will open February 10-March 3, 2026. Projects on the ORCA waitlist must complete this process to stay active. This is a semi-annual update to ensure OHCS has accurate and timely information, so projects are ready when funding becomes available. If you have a project on the waitlist, you can expect:
- Notification to update your Procorem WorkCenter
- Review and reaffirm project details
- Share any updates or changes since your initial submission
Important Notes:;
- Recertification is not tied to funding and does not affect waitlist ranking
- No need to replace documents unless changes have occurred
- Updating to the latest form versions is encouraged but not required

Funding Set-asides
OHCS has “set-aside" funding for specific organizations and geographic regions to relieve the housing burden of historically underserved populations and ensure investment in communities across Oregon.
