Master electrical - new and renewal

Electrical Master (EM) and Electrical Master Renewal (EMR) are commercial electrical record types available in the Oregon Model Building Module in ePermitting. These record types allow agencies to track the Master Electrical permits in their jurisdiction, and to renew and inspect them annually as required. These record types are an included part of the Electrical Program and require a one-time application fee and an hourly inspection fee. 

Due to the added intake requirements, these Master Electrical record types are not available on ACA. A sample Electrical Master application form can be viewed here.

Covered Facilities

Each Master Electrical permit (application) is limited to a single facility, which may be more than one building in a complex of buildings. Applicants with multiple facility locations on non-contiguous lots must obtain a permit for each facility. With the approval of the local building official, an owner or operating manager may register buildings or structures on non-contiguous sites as a single covered facility.

How a covered facility is defined:

  1. Where only a single building or structure is involved, the grounds and adjacent facilities under common control or management that makes up the complex containing the building or structure;
  2. Isolated buildings and structures in multiple sites within the jurisdiction that individually meet the definition of covered facility, but only when acceptable to the owner and operating manager; and
  3. Incidental buildings and structures adjacent or connected to a qualifying facility.

Intake Requirements

To apply for a Master Electrical permit, the Applicant will need the following information at the time of application:
  • Facility name (Business Owner / Facility Information)
  • Complete facility address (APO)
  • Responsible Person (Site Contact) name and contact information
  • Electrical Contractor / Signing Supervisor or Electrical Engineer's license and contact information
    • This person will often be the applicant
  • Names of all Electrical Contractors (Roster) whose electrical installation is or will be included under the master permit
    • If the work is being performed by an outside contractor, a copy of the contract or letter of agreement is also required
Zoning dropdown ASI and Business License ASI are available on the intake form, if desired.

Inspections

Inspections are made at least once a year, although an inspector may require more than one inspection per facility. These inspections generally take several hours. Electrical installations that are intended to be covered shall be inspected and approved.

The master permit holder must request inspections prior to cover. Any major equipment connections that are not able to be inspected after energizing will need to be inspected prior to being energized.

Inspection types:

  • 4765 Electrical Master
  • 4760 Industrial Plan (optional)
  • 4999 Final Electrical (optional)
The 4765 Electrical Master inspection auto-pends to both record types at intake. It is set up to function as the final inspection on both record types; therefore, 4999 Final Electrical is not required to successfully close Master Electrical records.

Fees

All service activities provided in connection to the covered facility are charged at the hourly inspection rate. Chargeable services include inspections, consultations, correspondence, travel to and from the facility, in-office work to complete records and reports on the facility, process management, and administration charges. 

The minimum inspection fee is set to a one-hour charge.

Fees for Master Electrical permits:

  • Electrical Master Permit (one-time fee): B_ELEC_430 (B_ELECTRICAL_COM schedule)
  • Electrical Master Permit inspections: B_ELEC_420 (B_ELECTRICAL_COM schedule)
  • State of Oregon Surcharge – Elec: B_ST_SRCHGEL (calculated on both fees)
The one-time Electrical Master Permit fee and the corresponding State Surcharge – Electrical fees are automated at intake. 

There are no fees automated at intake or renewal for an Electrical Master Renewal.

Workflow

Workflow is condensed on Electrical Master record types, since there is no review requirement based on the type/level of the allowable work/service the permit covers.

Renewing an Electrical Master Permit

An Electrical Master (EM) permit must already have been issued; this is the first-time application for the covered facility. At the time of the required annual inspection, the Inspector should notify the facility that they must apply to renew their Electrical Master each year and provide updated documentation as required by OAR 919-309-0100(6)(b):

Applicant shall file a roster with the inspecting jurisdiction of all electricians currently employed by applicant showing name, electrical license number and type of electrical license, and all electrical contractors whose work is included under a master permit taken out by the owner or operating manager. The roster must be filed at the same time as the permit application. […] An updated roster shall be filed with the inspecting jurisdiction at each master permit renewal.
All fees will be charged as per OAR 919-309-0100(10).

To renew an Electrical Master Permit:

  1. Locate the initial Electrical Master record, even if there are other Electrical Master Renewal records in place
  2. Copy the Electrical Master record number
  3. Create a new record and select Commercial Electrical Master Renewal as the record type
  4. When the application form loads, fill in the Master Electrical Registration # with the copied Electrical Master number
  5. Enter an Effective Date in the future following the expiration date of the most recent Electrical Master/Electrical Master Renewal
  6. Set the Expiration Date to one year out from the Effective Date
    • Pay close attention to the Effective Date and Expiration Date, as these will define the renewal record numbering and how the record will be created
  7. Select Yes or No on Current Roster on File to show whether required documentation was submitted
