Big River Energy Facility


Big River Energy Facility (proposed facility) would be an up to 500 megawatt (MW) wind and 500 MW solar power generation facility, with other related or supporting facilities, including a battery energy storage system (up to 4,000-MW-hours of storage), up to two substations, and a 34.5 kilovolt (kV) electrical collection system in Gilliam County. The proposed site includes approximately 29,950 acres of privately owned land zoned Exclusive Farm Use in Gilliam County.
Under Review/Proposed. On August 4, 2026, the Oregon Department of Energy (Department) received a Notice of Intent (NOI) to file an Application for a Site Certificate (ASC) for the Big River Renewable Energy Project (proposed facility). Public Notice of the NOI, Public Comment Period, and Public Informational Meeting was issued on August 7, 2026. The Public Notice began the Public Comment Period on the NOI, which will conclude at 5:00 p.m. PT on September 25, 2026.  ​
