Big River Energy Facility (proposed facility) would be an up to 500 megawatt (MW) wind and 500 MW solar power generation facility, with other related or supporting facilities, including a battery energy storage system (up to 4,000-MW-hours of storage), up to two substations, and a 34.5 kilovolt (kV) electrical collection system in Gilliam County. The proposed site includes approximately 29,950 acres of privately owned land zoned Exclusive Farm Use in Gilliam County.

Under Review/Proposed. On August 4, 2026, the Oregon Department of Energy (Department) received a Notice of Intent (NOI) to file an Application for a Site Certificate (ASC) for the Big River Renewable Energy Project (proposed facility).

On August 7, 2026, the Department issued Public Notice of the NOI, Public Comment Period, and Public Informational Meeting. The comment period on the NOI is open from August 7, 2026 to September 25, 2026 at 5:00 PM.

A public informational meeting will be held both in person and virtually on August 20, 2026. Additional details on the Public Information meeting, the proposed facility, and how to submit comments on the NOI, are provided in the Public Notice - available in the Project Timeline below.
