Under Review/Proposed. On August 16, 2024, the Oregon Department of Energy (ODOE or Department) received a Notice of Intent (NOI) to File an Application for a Site Certificate (ASC) for the Buckley Solar Facility (proposed facility). Public Notice of the NOI was issued on September 10, 2024.
On October 1, 2024, the Department hosted a public informational meeting on the NOI in Grass Valley, Oregon to provide an additional opportunity for the public to provide comments and ask ODOE and the applicant questions about the proposed facility and review process.
On December 13, 2024, the Department issued a Project Order establishing the statutes, administrative rules, Council standards, local ordinances, and other requirements for the site certificate application. The applicant has indicated that they intend to submit a preliminary application for site certificate in May 2025. The NOI expiration date is August 16, 2026, unless an extension is granted by the Council.

On June 10, 2026, the Department received a written request to extend the NOI one year until August 16, 2027. The Department is evaluating the request and anticipates that it will be presented to Council for consideration at the July 2026 EFSC meeting. If the extension request is approved by Countil, an amended Project Order will be issued with the new expiration date and will be posted in the timeline below.
