Under Review/Proposed. On October 24, 2025, the Oregon Department of Energy (Department) received a Notice of Intent (NOI) to file an Application for a Site Certificate (ASC) for the Speedway Energy Facility (proposed facility).
On February 26, 2026 the Department issued the Project Order establishing the statutes, administrative rules, Council standards, local ordinances, and other requirements for the site certificate application. On May 4, 2026, the Department issued an Amended Project Order to correct errata in the proposed facility description.
The applicant submitted a preliminary Application for Site Certificate (pASC) on July 24, 2026. The Department is reviewing the pASC for completeness and initiating reviewing agency coordination. . The NOI, Amended Project Order Once the Department has determined the pASC to be complete, the applicant will submit the ASC and the Department will post the ASC to the webpage and issue a Public Notice of ASC and Public Information Meeting (date and location TBD).
