| The Nolin Hills Wind Power Project is an approved wind and solar energy generation facility with a nominal generating capacity of approximately 600 megawatts (preliminarily 340 MW from wind and 260 MW from solar), located within a site boundary of approximately 48,196 acres of private land primarily zoned exclusive farm use. Other approved components include two 230 kilovolt (kV) transmission lines, two substations, an operations and maintenance building, a battery energy storage system (BESS), electrical collection system (underground and overhead collector lines), access roads, and up to three meteorological towers. | Approved/Under Review. On July 17, 2026, the Department received preliminary Request for Amendment 1 (pRFA1) of the Site Certificate seeking approval to extend the construction commencement deadline by 3 years from July 19, 2026 to July 19, 2029. The construction completion deadline extends 3 years from the commencement deadline, so in effect is also requested to be extended. On July 30, 2026, the Department posted pRFA1 to the webpage and issued Public Notice of Receipt of pRFA1. These materials are available for review and download below. Receipt of pRFA1 on July 17, 2026, in advance of the existing July 19, 2026 construction commencement deadline suspends the applicable deadline. OAR 345-072-0385(2). The Department will initiate review of pRFA1 and consultation with state, local, and tribal governments. Following review and a determination of completion, the Department will issue its Proposed Order and a Public Notice of an opportunity to review and comment on RFA1, the Proposed Order on RFA1, and of a public hearing.
