Under Review/Proposed. On August 16, 2024, the Oregon Department of Energy (ODOE or Department) received a Notice of Intent (NOI) to File an Application for a Site Certificate (ASC) for the Buckley Solar Facility (proposed facility). Public Notice of the NOI was issued on September 10, 2024.
On October 1, 2024, the Department hosted a public informational meeting on the NOI in Grass Valley, Oregon to provide an additional opportunity for the public to provide comments and ask ODOE and the applicant questions about the proposed facility and review process.
On December 13, 2024, the Department issued a Project Order establishing the statutes, administrative rules, Council standards, local ordinances, and other requirements for the site certificate application. The applicant has indicated that they intend to submit a preliminary application for site certificate in May 2025. The NOI original expiration date was August 17, 2026, unless an extension was granted by the Council.

On June 10, 2026, the Department received a written request to extend the NOI one year until August 17, 2027. Council reviewed and approved the NOI Extension Request on July 24, 2026 with a new NOI expiration of August 17, 2027. On July 28, 2026 the Department issued an Amended Project Order.
