Speedway Energy Facility

The Speedway Energy Facility is a proposed 1,400-megawatt (MW) solar photovoltaic (PV) and wind power generation facility, with related or supporting facilities including a 500 MW battery energy storage system. The proposed site includes approximately 25,000 acres (39 sq. miles) of privately owned land zoned F-1 Exclusive Farm Use in Sherman County.

Under Review/Proposed. On October 24, 2025, the Oregon Department of Energy (Department) received a Notice of Intent (NOI) to file an Application for a Site Certificate (ASC) for the Speedway Energy Facility (proposed facility). The Department issued a Public Notice of Public Comment and held a Public Information Meeting on January 14, 2026 in Grass Valley.

On February 26, 2026 the Department issued the Project Order establishing the statutes, administrative rules, Council standards, local ordinances, and other requirements for the site certificate application. On May 4, 2026, the Department issued an Amended Project Order to correct errata in the proposed facility description.

The applicant anticipates submitting a preliminary Application for Site Certificate in Q2 2026. The NOIand Amended Project Order will expire on October 25, 2027, unless an extension is granted by Council.
