Oregon Trail Solar Facility

The Oregon Trail Solar Facility is an approved energy generation facility to include any combination of wind and solar facility components not to exceed 41 MW, including up to 16 wind turbines or up to 400 acres of solar photovoltaic energy generation equipment within the approved 1,228 acre solar micrositing area. Facility components would be located within an approved 13,866 acre site boundary.

Under Review/Under Construction. The certificate holder commenced construction of a portion of the facility, including a 20 MW battery energy storage facility on 6 acres, on August 30, 2025. The deadline to complete construction of all remaining facility components is August 30, 2028. ​

On May 22, 2026 the Department received preliminary Request for Amendment 2 (pRFA2) of the Oregon Trail Solar Project. In pRFA2, Oregon Trail Solar, LLC, the certificate holder, requests the Energy Facility Siting Council’s approval to split the site certificate into two separate site certificates and facilities, one owned by the existing certificate holder and the other owned by a new certificate holder.

On June 3, 2026, the Department issued a Public Notice of Receipt of pRFA2. pRFA2 and the Public Notice are provided under the “Project Timeline” section below. 

The Department is currently reviewing pRFA2 in coordination with state, local and tribal governments. Once pRFA2 is deemed complete,  the Department will issue a Proposed Order and Public Notice of Proposed Order establishing the timeline for public comments, public hearing, and of the associated comment review process.

On September 25, 2020, the Energy Facility Siting Council approved Request for Amendment 5 of the Montague Wind Power Facility site certificate, which authorized allocation of previously approved facility components into an amended and two original site certificates for Montague Wind Power Facility , Montague Solar Facility and Oregon Trail Solar Facility, respectively.
