Approved/Under Construction. The certificate holder commenced construction of a portion of the facility, including a 20 MW battery energy storage facility on 6 acres, on August 30, 2025. The deadline to complete construction of all remaining facility components is August 30, 2028.
On May 22, 2026 the Department received preliminary Request for Amendment 2 (pRFA2) of the Oregon Trail Solar Project. In pRFA2, Oregon Trail Solar, LLC, the certificate holder, requests the Energy Facility Siting Council's approval to split the site certificate into two separate site certificates and facilities, one owned by the existing certificate holder and the other owned by a new certificate holder. On July 31, 2026, the Department received a complete RFA2.
On September 4, 2026, the Department issued its draft Final Order on RFA2. The draft Final Order recommends that EFSC approve RFA2, subject to existing and recommended new and amended conditions.
