Saddle Butte Energy Facility is a proposed 488-megawatt (MW) wind power generation facility, with related or supporting facilities including a 488 MW battery energy storage system. The proposed site includes approximately 11,500 acres of privately owned land zoned Exclusive Farm Use in Gilliam County.

Under Review/Proposed. On December 12, 2025, the Oregon Department of Energy (Department) received a Notice of Intent (NOI) to file an Application for a Site Certificate (ASC) for Saddle Butte Energy Facility (proposed facility). Public Notice of the NOI, Public Comment Period, and Public Informational Meeting was issued on December 30, 2025. The Public Notice opened a 30-day Public Comment Period on the NOI.

An in-person and remote Public Informational Meeting on the NOI was held in Condon, Oregon on January 13, 2026. The materials presented to the public at the meeting and a recording of the meeting are available below:

On May 1, 2026, the Department issued the Project Order. The applicant has two years to submit a preliminary Application for Site Certificate per the requirements outlined in the Project Order. The NOI expires on December 12, 2027. The Project Order is available in the Project Timeline below.
