Umatilla-Morrow County Connect Project

Umatilla-Morrow County Connect Project is a proposed 14-mile long, 230 kilovolt (kV) transmission line, with four proposed route alternatives, traversing Morrow and Umatilla counties. The proposed site boundary encompasses 6,571.3 acres.

Proposed/Under Review. On May 29, 2025 , the Oregon Department of Energy received a preliminary Application for a Site Certificate (pASC) and is reviewing the pASC in coordination with state and local agencies and tribal governments. A public notice will be issued once the Department determines that the pASC is complete. 

On April 4, 2024, the Department issued an Amended Project Order establishing the statutes, administrative rules, Council standards, local ordinances, and other requirements for the site certificate application.
