Facilities

Wheatridge Renewable Energy Facility East (WREFE) is 200 megawatt (MW) wind power generation facility, including 71 wind turbines, located within a 78,985 acre site boundary.

Operating/Under Review. The facility commenced commercial operation of 200 MW of wind power generation components on June 27, 2025. The certificate holder has authorization to construct an additional 100 MW of wind power generation facility components and must complete remaining construction by June 2028.

On March 11, 2026, the Department received preliminary Request for Amendment 2 (pRFA2) from Wheatridge East Wind, LLC (certificate holder) seeking approval from the Energy Facility Siting Council to split the site certificate into two separate site certificates and facilities, one owned by the existing certificate holder and the other owned by a new certificate holder. On March 25, 2026, the Department issued a Public Notice of Receipt of pRFA2. pRFA2 and the Public Notice are provided under the “Project Amendments" section below.

The Department is currently reviewing pRFA2 in coordination with state, local, and tribal governments. Once pRFA2 is deemed complete, the Department will issue a Proposed Order and Public Notice of Proposed Order establishing the timeline for public comments, public hearing, and of the associated comment review process.

On November 19, 2020, the Energy Facility Siting Council approved Request for Amendment 1 of the Wheatridge Renewable Energy Facility II site certificate, which authorized allocation of previously approved facility components into an amended and two original site certificates for Wheatridge Renewable Energy Facility II, Wheatridge Renewable Energy Facility III and Wheatridge Renewable Energy Facility East, respectively.
