Background
The Oregon Psilocybin Services Act (ORS 475A) established that the Oregon Health Authority (OHA) will adopt minimum standards of education and training requirements for psilocybin service facilitators. On May 20th 2022, OHA adopted rules that include facilitator training program curriculum requirements. Read Administrative Rules 333-333.
All training programs interested in offering training to prospective facilitators of psilocybin services in Oregon will need to apply for curriculum approval.
As a requirement of licensure, facilitators must complete a training program curriculum that has been approved by OHA. A list of training programs with approved curriculums will be found on the webpage: List of Training Programs with Approved Curriculum. OPS does not have the authority to control the costs of training programs. Training programs will determine the cost of their services.

Please mail the paper copy of the application packet, curriculum worksheet, your detailed curriculum, along with the $500 non-refundable application fee to the address listed at the end of the application packet. Higher Education Coordinating Commission (HECC)
Psilocybin facilitator training programs may be required to be licensed or authorized by the Higher Education Coordinating Commission (HECC). Under state law, career schools must be licensed by the HECC (see ORS 345.010 to 345.450). A career school is defined in state law as “any private proprietary professional, technical, home study, correspondence, business or other school instruction, organization or person that offers any instruction or training for the purpose or purported purpose of instructing, training or preparing persons for any profession," ORS 345.010(3).
Under state law, degree-granting schools must be authorized by the HECC Office of Degree Authorization (ODA) (see ORS 348.594 to 348.615). A degree granting school is defined in state law and “means a person, organization, school or institution of learning that confers or offers to confer an academic degree upon a person or to provide academic credit applicable to a degree" (ORS 348.594 (2) (a)).
OPS recommends that psilocybin training programs review the licensure or authorization laws related to
career schools and
degree-granting schools, and contact the HECC if they have questions. OPS cannot make any determinations about whether HECC licensure or authorization is required, as that is a decision that the HECC must make. That said, HECC licensure or authorization
is not a prerequisite to getting curriculum approval from OPS.
Psilocybin facilitator training programs should contact the HECC if they believe they meet the requirements in ORS 345.015 or ORS 348.594, or if they believe they would qualify for private career school exemption via the HECC. An exemption form should be sent to the HECC if a psilocybin facilitator training program qualifies for an exemption. For degree-granting institutions, the only exemption allowed is for schools offering a degree or academic credit leading to religious occupations. In addition, any activities that trigger physical presence under OAR 583-030-0005 would require in-state authorization from the ODA.

Approval Summary of the training program's approved curriculum application can be generated at any time and be provided to the Higher Education Coordinating Commission (HECC) for documentation of instructors and lead educators who are listed in the training program's approved curriculum application.

1. What is in the Facilitator Training Program Curriculum Application Packet?

2. How does a program pay the $500 non-refundable application fee?
Training program curriculum applications will not be reviewed until payment has been paid and cleared. OPS cannot accept electronic payments at this time but is working on it. When mailing the application fee, please be sure to include the payment remittance form below.
