OHCS prides itself in being able to forecast and transparently report on the implementation of key legislative investments during each biennium. Given our role as stewards of public dollars, there are multiple safeguards that projects must go through before being implemented to serve the public, including procurement, administrative rulemaking, and oversight by OHCS' Housing Stability Council.
To support this effort, the agency releases a “Biennium Blueprint" every quarter that shows the progress being made by each project as it moves toward full implementation. As is the nature of projects, the forecasted timelines shift as capacity, oversight, and other priorities emerge. As an agency committed to continuous process improvement, we are always adapting and informing our project planning to improve our ability to forecast when new legislative investments, programs, and policy will be available to Oregonians.
