OHCS prides itself in being able to forecast and track the implementation of key legislative investments during each biennium. As stewards of public dollars, there are multiple safeguards that projects must go through before being implemented to serve the public, including:
Collectively, the agency refers to this complex project planning as its Legislative Implementation “blueprint.” Given the nature of projects, forecasted timelines in the blueprint may shift due to capacity, competing priorities and oversight considerations. OHCS has established monitoring procedures to track and account for when that happens.
To support this internal planning, coordination, and monitoring, the agency manages a legislative project portfolio through a series of databases housed on a third-party platform. This system is kept up to date through monthly agencywide monitoring and automated processes, with Bblueprint timeline tracking reported in real time on a data visualization dashboard.
