Affordable Rental Housing Data

Affordable Rental Housing Dashboard

The Affordable Rental Housing (ARH) Dashboard displays affordable rental housing properties that have been approved for funding since 2016 and are currently active. This includes properties funded with:

  • Local Innovation Fast Track (LIFT)
  • General Housing Account Program (GHAP)
  • 4% and 9% Low-Income Housing Tax Credits (LIHTC)
  • Permanent Supportive Housing (PSH)
  • HOME Investment Partnerships Program (HOME)
  • Housing Trust Fund (HTF)
  • Housing Development Grant Program (HDGP)
  • Low-income Weatherization Program (LIWX)/ Oregon Multifamily Energy Program (OR-MEP)

ARH Financial Report Dashboard

OHCS analyzed the financial performance of affordable rental housing properties in the state’s portfolio from fiscal year (FY) 2021 to FY 2023 to identify trends in operating expenses and understand the current reality of affordable housing property performance. This dashboard is designed as a practical resource for current and future developers, owners, and property managers to better understand aggregated data from financial reports submitted to OHCS.

System Development Charge Study

In 2021, the Oregon legislature passed House Bill 3040, directing OHCS to prepare a study of System Development Charges (SDCs)— one-time fees charged on new development to help pay for existing and planned infrastructure to serve growth. This report provides a statewide look at how SDC rates are established, the role they play in funding infrastructure, and how they impact housing cost and production.

Data Resources for the Oregon Centralized Application

OHCS Geographic Designation

The OHCS Geographic Designation map shows census tracts and their geography type as defined in the Oregon Centralized Application (ORCA) standards. These geographic types include:

  • Metro
  • Rural
  • Non-metro urban
  • Suburban or small city

The map should help applicants select a geographic category when completing the ORCA process for development funding. This data was sourced from the U.S. Census American Community Survey.

Oregon Housing Insights Tool

ORCA applicants are required to meet certain location-based criteria to receive an initial conditional commitment for funding. One way to do so is by meeting two of the five criteria in the Anti-Displacement Index. All applicants must use data provided and published by OHCS when completing the ORCA Impact Assessment step.

Equity in Contracting

OHCS Equity in Contracting system helps expand business opportunities for minority-owned, women-owned, veteran-owned, and small businesses from OHCS-funded housing developments. Reporting MWESB/VBE use is a critical component of our agency work to center equity and racial justice in our funding efforts. It is required for all projects funded in 2021 and later.

Oregon Affordable Housing Inventory

The Oregon Affordable Housing Inventory (OAHI) is the state’s inventory of affordable housing listing properties funded by OHCS, U.S. Housing and Urban Development (HUD), Metro, Oregon’s public housing authorities, and many counties and city governments. This data also includes information about expiring rent restrictions which can be used for preservation efforts.

Oregon Housing Needs Analysis

The Oregon Housing Needs Analysis (OHNA) began in 2019, when the Oregon legislature passed House Bill 2003 to help Oregon address housing supply and housing planning process needs. OHCS is responsible for the Housing Production dashboard and the housing equity indicators, both of which can be accessed through the OHNA.

Oregon County Housing Profiles Dashboard

The county profiles aim to tell a comprehensive story about why Oregon has the kind of housing problems that it does, specifically regarding lack of affordable housing units, the high cost of buying a home, and high levels of homelessness across the state. County profiles are broken up into five sections:

  • Population 
  • Poverty and income 
  • Homeownership 
  • Rental housing
  • Homelessness

The State of the State Housing Report gives a high-level view of Oregon's housing state. Diving into key housing data and trends, the report aims to provide insight into some of the most pressing matters affecting housing affordability and its impacts on Oregonians.
