The Consolidated Plan helps assess Oregon's affordable housing and community development needs and market conditions. It supports data-driven, place-based investment decisions in applicable program jurisdictions across the State of Oregon.

The 2025
draft Consolidated Annual Performance Evaluation Report (CAPER) is now available for public comment. The CAPER is a report on the state's use of the following federal programs from January 1-December 31, 2025:
- HOME Investment Partnership Program (HOME)
- National Housing Trust Fund (HTF)
- Community Development Block Grant (CDBG)
- Emergency Solutions Grant (ESG)
- Housing Opportunities for People with HIV/AIDS
CAPER summarizes the process the State of Oregon has made in carrying out its strategic plan outlined in the Consolidated Plan. The draft CAPER report and attachments can be found on the Consolidated Plan webpage.
To submit a public comment, please send any information you would like to share about the CAPER to
glenn.muna@hcs.oregon.gov. The public comment period is open from March 9-24, 2026. Comments are due no later than Tuesday, March 24, 2026, at 5 p.m.
A virtual public hearing will be held on March 19 from 1-2 p.m.
