Notice of Public Comment Period: Substantial Amendment to 2026-2030 Consolidated Plan and 2026 Annual Action Plan
Notice is hereby given that, in accordance with 24 CFR 91.115(a)(1)(2)(i) of the federal regulations related to citizen participation in Community Planning and Development Programs, the State of Oregon is making a substantial amendment to the 2026-2030 Consolidated Plan and 2026 Annual Action Plan available to the public through this notice. This amendment is available for a 30-day public review and comment period from September 7, 2026, to October 7, 2026.
Annually, the state receives approximately $25.4 million dollars from the U.S. Department of Housing and Urban Development (HUD) through the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME) Program, Housing Opportunities for Persons with AIDS (HOPWA), and Emergency Solutions Grant (ESG). As a recipient of federal funds, the state is required to develop an Annual Action Plan that identifies specific activities that the state intends to pursue through the CDBG, HOME, ESG, HTF, HOPWA and other state and local housing and community development programs, to address the objectives identified in the State of Oregon’s 2026-2030 Consolidated Plan. The 2026 Annual Action Plan covers the period starting January 1, 2026, through December 31, 2026.
The 2026-2030 Citizen Participation Plan, which was last updated in 2026, requires a substantial amendment to an approved Annual Action Plan when there is a change that adds a new activity. In accordance with requirements of the Citizen Participation Plan and 24 CFR Part 91.505, the state is proposing a substantial amendment to its 2026 Annual Action Plan to reallocate $350,000 in HOME program income from the development of affordable rental housing to Tenant Based Rental Assistance. The re-allocated funds will be expended on the HOME Tenant Based Rental Assistance-eligible activities to address the needs, priorities and goals identified in the 2026-2030 State of Oregon Consolidated Plan. Additionally, at the time the state submitted its 2026-2030 Consolidated Plan and 2026 Annual Action Plan, HUD has not published its grant allocation for the Housing Trust Fund Program. As of August 3, 2026, HUD announced its grant allocation for HTF in the amount of $3,668,804.64 for the State of Oregon.
The public will have the opportunity to review and comment on the proposed amendments to the 2026-2030 Consolidated Plan and 2026 Annual Action Plan beginning Monday, September 7, 2026, through Wednesday, October 7, 2026. The draft amendment document will be available for view on the
OHCS Consolidated Plan webpage.
Physical copies of the draft plan may be made available, upon request at the office of the Oregon Business Development Department (775 Summer Street NE, Suite 200, Salem, OR 97301) and Oregon Housing and Community Services (725 Summer Street NE, Suite B, Salem, OR 97301).
