Public Notice: HOME Investment Partnership

Oregon Housing and Community Services administers the federal HOME Investment Partnerships Program (HOME) and the HOME-American Rescue Plan (HOME-ARP), which provide funding to support affordable housing for households with low and very low incomes. As part of the federal environmental review requirements under 24 CFR Part 58, OHCS must publish public notices for projects funded through these programs. These notices include:

  • Findings of No Significant Impact (FONSI)
  • Notices of Intent to Request Release of Funds (NOI-RROF)
  • Federal Flood Risk Management Standard Designated Floodplain or Wetland (FFRMS)

These notices inform the public of proposed activities and provide a 15-day and/or 7-day comment period during which community members can submit feedback. You can check this webpage for any current public notices.

Notice of Finding of No Signficant Impact and Notice of Intent to Request Release of Funds

Request for release of funds

On or about July 13, 2026, OHCS will submit a request to United States Department of Housing and Urban Development (HUD) for the release of HOME Investment Partnerships American Rescue Plan Program (HOME-ARP) funds under Section 3205 of the American Rescue Plan Act of 2021 (P.L. 117-2), and HOME Investment Partnerships Program funds under Title II of the Cranston-Gonzales National Affordable Housing Act passed by Congress in October 1990, and amended by the Housing and Community Development Act of 1992 and will authorize Coos Curry Housing Authority to submit a request to HUD for the release of Project Based Voucher funds under Section 8(o)13 of the U.S. Housing Act of 1937 (42 U.S.C. 1437f(o)(13) to undertake a project known as Anchor Point Housing for the purpose of rehabilitation of an existing two-story structure to create 16 units for seniors at risk of homelessness or experiencing homelessness and the new construction of four (4) two-bedroom units on a vacant portion of the site. The development includes a community room, an on-site office, landscaped common areas, and trauma-informed design elements. All units will be supported by Project-Based Vouchers and will include $10,447,975 in HOME-ARP funds, and $2,693,854 in HOME funds. The total estimated project cost is $13,141,829.

Finding of no signficant impact

OHCS has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at OHCS, 725 Summer Street NE, Suite B, Salem, Oregon 97301 and may be examined or copied weekdays 8 A.M to 5 P.M, or by contacting erin.nieman@hcs.oregon.gov. Any copying requested may be subject to charges as specified in OHCS Public Records Request policy #70-010.01. The ERR is also accessible at http://cpd.hud.gov/cpd-public/environmental-reviews.

Public comments

Any individual, group, or agency may submit written comments on the ERR to Erin Nieman, Federal Cross-Cutting Analyst, Oregon Housing and Community Services, Affordable Rental Housing Division, 725 Summer St. NE, Suite B, Salem, OR 97301 or erin.nieman@hcs.oregon.gov. All comments received by July 10, 2026 will be considered by OHCS prior to authorizing submission of a request for release of funds. Comments should specify which notice they are addressing.

Environmental certification

OHCS certifies to HUD that Andrea Bell in her capacity as certifying officer consents to accept the jurisdiction of the federal courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows OHCS and Coos Curry Housing Authority to use program funds.

Objections to release of funds

HUD will accept objections to its release of fund and OHCS’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases:

  1. The certification was not executed by the Certifying Officer of OHCS;
  2. OHCS has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58;
  3. The grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or
  4. Another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.

Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to HUD Portland Field Office at Edith Green-Wendell Federal Office Building, 1220 SW 3rd Avenue, Suite 400, Portland, Oregon 97204-2825. Potential objectors should contact HUD Portland Field Office at Portland_RROF@hud.gov to verify the actual last day of the objection period.
