Division 21 Rules:
When the Air Quality Index (AQI) is 100 or more, your energy utility service provider may NOT disconnect your residential or small commercial service.
Temporary Rules: June 1, 2025 – October 28, 2025
Moratoriums during Extreme Heat and Air Quality:
When the National Weather Service has activated an extreme heat warning, extreme heat watch, or Heat Advisory for your area, your electric utility service provider may NOT disconnect your residential or small commercial service.
Electric utilities are prohibited from disconnecting residential customers for nonpayment any time prior to 48 hours after a heat alert, event, or condition has ended and 24 hours after qualifying AQI conditions have ended.
Reconnection Policies:
If your power was already turned off within 72 hours of a heat advisory or air quality event, you may request the company to turn your power back.
If you are a medical customer or participating in the utility’s income eligible discount program, you may request the power be turned back on during a heat advisory or air quality event within 7 days of shut off.
When requesting reconnection, customers are not required to pay reconnection fees as a prerequisite for reconnection. Customers may see the charges applied to their next billing cycle.

Always contact your utility service provider first to ask about their bill payment assistance options. There are income-based discount programs available for qualifying customers as well. Below are the links to the assistance programs and phone numbers to call for the investor-owned electric and natural gas utilities for your convenience.
If you qualify, this program may allow you or someone in your household who is under a doctor’s care the option of a more lenient utility bill payment plan. A qualified medical professional must submit the request on your behalf, indicating how the loss of electric or gas utilities would negatively impact the patient. Learn more about the
