Several studies, papers, and activities have been undertaken by contracted groups to support the implementation of the Fuel Tank Seismic Stability Program. These activities have generally focused on the Critical Energy Infrastructure Hub in Portland and include interagency meetings, readiness assessments and environmental justice studies. 

These activities support regulated entities by providing them important context about the surrounding area and enable “outside-the-fence" mitigation activities that could improve safety for fuel facilities.

• Report for Oregon’sFuel Tank Seismic Stability Program: Environmental justice, Laws, Policies, andRisk Minimization Best Practices
  Description: To support the development of the Fuel Tank Seismic Stability Program rulemaking, DEQ partnered with Portland State University's Institute of Sustainable Solutions to examine current laws, policies and best practices to minimize risks at oil facilities, conduct an environmental justice review of neighborhoods and populations surrounding the CEI Hub and hosted a community resilience workshop. 
  
• InteragencyCoordination Activities Report: CEI Hub Seismic Readiness Assessments andMitigation Needs Identification
  Description: Under the Fuel Tank Seismic Stability program's contract with Portland State University, the university's Institute of Sustainable Solutions convened work to identify mitigation needs in the CEI Hub, identify emergency response capabilities during a hypothetical Cascadia Subduction Zone Earthquake scenario, assess seismic readiness of critical systems and coordinate outside agency communication and prioritization of mitigation actions to address their needs.

  Description: This meeting was held by DEQ and Portland State’s University Institute of Sustainable Solutions in cooperation with outside agencies involved in the CEI Hub in order to facilitate outside agency communication and prioritization of mitigation actions to address their needs.
