other communities throughout the United States. A complex web of criminal
jurisdiction has been spun through historical policies and practices of the
federal government toward Native Americans. The unfortunate result of this
convoluted criminal justice system is the existence of critical gaps that have
created chronic crime problems on Indian reservations. One element affecting over half of all federally recognized Indian tribes
that has added to jurisdictional confusion and frustration is the federal law,
Public Law 83-280 (PL 280). In 1953 the U.S. Congress passed PL 280 which
interjected state criminal jurisdiction on tribal lands. This course will help
participants understand the convoluted federal, state and tribal jurisdiction
that exists today on tribal lands through a user-friendly format. Participants
will be equipped with an overall knowledge of the historical, cultural and
legal aspects of working with tribal governments and their communities for
effective and practical public safety implementation. Topics: DV & Tribal Protection Orders, Public Safety Issues, History of
PL 280, Sovereignty Resource book included with the class. To Register/Questions: Contact Ryan Shands: ryan.shands@state.or.us or

Communications Target Audience: Officers, Detectives, Investigators When: May 14, 2021 Time: 0800-1700 Where: Albany Police Department Cost: $225 Instructor: Matt Irvine Overview: Statement Analysis is a method for detecting likely deceptions and
omissions in language. In this concise, practical one day course, students will
learn the elements of Statement Analysis and how to apply them for more
effective interviews. We will analyze a variety of written and spoken
statements – including suspect interviews, press conferences, 911 calls and
ransom letters. Because our work is not just to identify deception but to
overcome it, we will then discuss how to use a subject’s own language to focus
our interviews and investigations. Statement Analysis complements
investigators’ understanding of interview & interrogation methods and
non-verbal communication. This training is designed to enhance the work of
detectives and investigators in the areas of: criminal investigations; internal
affairs; background investigations; officer-involved incidents; corporate
security and human resources investigations. Statement Analysis is particularly
useful for investigators whose cases involve telephonic and audio-recorded
interviews, transcripts, and written responses – when clues must be found in
words alone. Overview: This course is designed for both background investigators,
supervisors, and human resource policy makers. Law enforcement strives
for professionalism; however, abuses by officers cast a negative light on
entire organization. An examination of the past behavior of some involved
officers reveals that a pattern of undesirable behavior existed prior to
appointment as a police official. This behavior was unknown to the hiring
agency due to inadequate or non-existent applicant screening. The integrity and
ethical reputation of a police department mandates a thorough background

Standardized Field Sobriety Testing (SFST) course, also known as the DUI or DWI
Detection course, is a comprehensive
course that is designed to increase the student's ability to detect impairment
in drivers. The fundamental purpose of
this training course is to foster DWI deterrence, i.e., to dissuade people from
driving while impaired by increasing the odds that they will be arrested and
convicted. SFST training focuses on the three-phases of the DUI/DWI detection
investigation, and especially on the battery of three tests that were validated
by NHTSA in their studies. Students in this class learn how to recognize and
document the presence or lack of clues from each test that indicate impairment
in suspected DUI subjects. Successful completion of this class has resulted in
attendees' improved ability to remove impaired drivers from Oregon's roadways. Deadline to Register:
