PacifiCorp, Portland General Electric, the Eugene Water & Electric Board, and
Umatilla Electric Cooperative have Large Utility Renewable Portfolio Standard
requirements to meet.
Since 2011, Oregon's large utility renewable portfolio standard has required utilities whose
sales amount to 3 percent or more of statewide sales to obtain a certain
percentage of their electricity from qualifying renewable sources. Every large utility must
submit an annual compliance report, either to the Oregon Public Utility Commission or, for
consumer-owned utilities, to that utilities' members or customers.
In addition, both Pacific Power and Portland General Electric must describe their plan for
meeting their RPS requirements as part of their integrated resource plan filed with the
Oregon Public Utility Commission. Before 2023, this plan was separately filed as an RPS
implementation plan.
Other utilities across the state have
compliance requirements that became effective in 2025.
Utilities may incorporate their WREGIS Renewable Energy Certificate Retirement data in their
Compliance Reports or may publish it separately (see below).
