Deschutes Solar and Battery Energy Storage System Facility

The Deschutes Solar and Battery Energy Storage System (BESS) Facility is a proposed 1,000 megawatt (MW) solar photovoltaic energy generation facility with related or supporting facilities including a proposed battery energy storage system with up to 4,000 MW hours of storage capacity. The proposed facility would be located within a site boundary of approximately 14,418 acres (22.5 sq miles) of predominately private land zoned for Exclusive Farm Use (EFU) in Wasco County, approximately 10 miles southwest of Maupin.

Under Review/Proposed. On January 9, 2026, the Oregon Department of Energy received a preliminary Application for a Site Certificate (pASC) and is reviewing the pASC in coordination with state, local and tribal governments. The pASC Exhibits are available electronically in the Project Timeline below. A public notice of a public information meeting will be issued once the Department determines that the pASC is complete.
