Insurance, Bond, and Coverage Requirements

Landscape contracting businesses in Oregon are required to maintain active insurance coverage and a surety bond as part of their license. These requirements help protect consumers and ensure businesses meet state licensing standards.

Before your license can be issued—or renewed— proof of current insurance and bond coverage must be on file with the Landscape Contractors Board (LCB).

Note: Beginning January 1, 2026,  ALL landscape contracting businesses must carry a $20,000 bond, except for Probationary phase holders, which still require a $15,000 bond.  (SB 864) (Final Permanent Rule Filing)


What You Need to Submit

To meet licensing requirements, you must provide the following:

  • Certificate of Liability Insurance
    Minimum coverage: $500,000. The LCB must be listed as the certificate holder.
  • Surety Bond
    Effective January 1, 2026:
    • $20,000 bond for businesses
    • $15,000 bond for Probationary license holders
  • Workers’ Compensation Insurance (if applicable)
    Required if your business has employees.

These documents are required when applying for a new license and must be maintained throughout the life of your license.

Insurance and bonding requirements are designed to protect both the public and your business:

  • Consumer protection: Provides financial protection if work is incomplete, defective, or causes damage.
  • Legal compliance: Required to obtain and maintain an active license in Oregon.
  • Business credibility: Demonstrates that your business meets state standards and is authorized to perform landscape construction work.

When to Submit or Update Documents

You must submit updated insurance or bond information when:

  • Applying for a new business license
  • Renewing your license
  • Your insurance policy is renewed or changed
  • Requesting Probationary status be removed

Your license may be suspended if required coverage expires and updated documentation is not provided on time.

Important Notes

  • The business name on your insurance and bond must match your licensed business name (not your ABN).
  • The LCB must be listed as the certificate holder on your insurance policy.
  • Coverage must remain active at all times to keep your license in good standing.
