License Requirements

The Landscape Contractors Board regulates landscaping work performed for compensation in Oregon. Certain types of landscape construction work require a landscape contractor license in Oregon, while other services may be performed without a license.

The questions below explain when a landscape contractor license is required in Oregon and when licensing may not be necessary.

A Landscape Contractors Board (LCB) license is required when performing landscape construction work for compensation. 

Examples of work that require a landscape contractor license include: 
  1. Planning or installing lawns, shrubs, vines, trees, or other nursery stock 
  2. Preparing property for landscaping work, including soil amendments, rototilling, or grading 
  3. Installing or repairing irrigation systems 
  4. Maintaining irrigation systems using compressed air 
  5. Planning, installing, maintaining, or repairing arbors, decks, patios, driveways, fences, retaining walls, walkways, landscape edging, or ornamental water features 
  6. Installing, maintaining, or repairing drainage systems 

If you are performing this type of work for compensation, a landscape contractor license is generally required.​


Contractors licensed through either the Landscape Contractors Board (LCB) or the Construction Contractors Board (CCB) may perform certain types of landscape-related construction work. 

This includes planning, installing, maintaining, or repairing arbors, decks, patios, driveways, fences, retaining walls, walkways, landscape edging, or ornamental water features. 

Residential General Contractors licensed through the CCB may perform limited landscape work when they are under contract to build a new residential dwelling. 

However, the following limitations apply: 
  • Irrigation work is not allowed under this exception. 
  • ​The total value of landscape work cannot exceed $4,600 per residential dwelling.
Residential General Contractors may plant street trees for new residential construction when required by local building codes or occupancy ordinances. However, irrigation work is not allowed under this exception.


Yes. Repairing irrigation or sprinkler systems requires a license.


Work involving the repair of irrigation systems is considered landscape construction work and must be performed by a contractor who holds a valid license from the Landscape Contractors Board.​

Yes. Either a Landscape Contractors Board (LCB) license or a Construction Contractors Board (CCB) license allows you to perform the following work:

  • Removing trees 
  • Grinding stumps 
  • Guying limbs 

​However, planting trees requires a Landscape Contractors Board (LCB) license. A CCB license alone does not allow contractors to plant trees.
