About the Transportation and Growth Management Program

Communities around the country often make transportation and land use decisions in isolation from each other. In 1993, two state agencies came together to change the approach in Oregon.

The Transportation and Growth Management program (TGM) recognizes land use decisions affect transportation options, and transportation decisions influence land use patterns.

The TGM program is a partnership of the Oregon Department of Land Conservation and Development and Oregon Department of Transportation. The program helps governments across Oregon with skills and resources to plan long-term, sustainable growth in their transportation systems in line with other planning for changing demographics and land uses. TGM encourages governments to take advantage of assets they have, such as existing urban infrastructure, and walkable downtowns and main streets. Since 1993, TGM has provided funds and services to over 270 cities, counties, tribes, and transit districts.

TGM is primarily funded by federal transportation funds to meet the requirements of 23 USC 134 and 135 as well as Oregon State Laws; additional staff support and funding is provided by the State of Oregon.

We are advised by a 12-person Advisory Committee.

 

Our Mission

We support community efforts to expand transportation choices. By linking land use and transportation planning, TGM works in partnership with local governments to create vibrant, livable places in which people can walk, bike, take transit, or drive where they want to go.

Programs

The TGM program is comprised of five program areas designed to assist local governments aiming to boost transportation choices.

Program Overview

Planning Grants offers grants to support policy decisions through development of transportation plans or integrated land use and transportation plans.
Quick Response work helps with site specific, short term, and small scale development projects to ensure they boost efficient transportation and quality development.
Code Assistance helps communities with planning code language to expand transportation choices for people.
Education and Outreach provides community workshops, speakers, short memos, and publications on current planning topics.
Transportation System Plan (TSP) Assessments look at community TSPs and provide suggestions for improvements.
