The goal of the Oregon Health Authority (OHA) Dental Pilot Project Program is to encourage the development of innovative practices in oral health care delivery systems with a focus on providing care to populations that evidence-based studies have shown have the highest disease rates and the least access to dental care.

Accepting Applications to Serve on Advisory Committee for Pilot Project #300
The OHA Dental Pilot Projects Program is seeking applicants to serve on the Advisory Committee for Dental Pilot Project #300: Dental Therapist Project: Dental Hygiene Model.
OHA is responsible for monitoring approved pilot projects to ensure patient safety and to ascertain the progress of each project in meeting its stated objectives and complying with program statutes and rules. Monitoring and evaluation includes, but is not limited to, reviewing progress reports and conducting site visits.
Role of the Dental Pilot Project Program Advisory Committee
The Committee will serve to provide OHA with the collective knowledge, experience, expertise, and insight of the Committee members to assist the OHA in meeting its responsibilities. Committee Members will be asked to review and provide advice on:
- The efficacies of training, competencies and data collection;
- Project protocols related to the ongoing assurance of patient safety;
- Evaluation of project progress reports as needed; and
- Other project issues as needed throughout the duration of the pilot project.
Although the Committee provides advice to the agency, OHA makes all final decisions. The term of office for each member is two years. Individuals who wish to serve additional term(s) must reapply. For more information, please view the Advisory Committee Charter (pdf)

Oregon Administrative Rules, OAR 333-010 (Revised effective October 28, 2020)
Senate Bill 738, passed by the Oregon State Legislature in 2011, allows the Oregon Health Authority (OHA) to approve and monitor dental pilot projects that are intended to evaluate the quality of care, access, cost, workforce and efficacy by:
- Teaching new skills to existing categories of dental personnel;
- Developing new categories of dental personnel;
- Accelerating the training of existing categories of dental personnel; or
- Teaching new oral health care roles to previously untrained persons.
Oregon Revised Statutes
(ORS) Chapter 716, Oregon Laws 2011 (temporary provisions relating to dental pilot projects are compiled as notes following ORS 680.210) authorizes the OHA Public Health Division, Oral Health Program to adopt administrative rules to establish the requirements of dental pilot project applications; the process for reviewing applications; approval or denial of applications; minimum standards for approved projects; evaluation and monitoring of pilot projects; suspension or termination of an approved pilot project; and discontinuation or closure of a project.
Oregon Administrative Rules
(OAR) Chapter 333 Division 10 contains the final rule text language for dental pilot projects. The OARs were last amended on October 28, 2020 to allow an approved dental pilot project to operate for three to five years or a sufficient amount of time to evaluate the validity of the pilot project. Clarification to the rule was needed so that a dental pilot project who requires additional time to evaluate the validity of their pilot project may apply to OHA for an extension of their approved timeline.
