About Us

The Oregon Health Authority's (OHA) Oral Health Program is responsible for advancing evidence-based strategies to improve the oral health of all Oregonians. The Program is designed after the Association of State and Territorial Dental Directors' (ASTDD) model for state-based oral health programs. The Oral Health Program takes a comprehensive approach to address oral health issues across the lifespan through these activities:

  • Creating systems and leadership capacity to incorporate oral health into overall health prevention strategies
  • Ongoing data collection and maintenance of the Oregon Oral Health Surveillance System
  • Policy development
  • Delivery of school-based oral health programs
  • Oral health promotion and education for the public
  • Building partnerships and collaboration to support the integration of oral health
  • Workforce development

What We Do

Meet Oregon’s Dental Director: Dr. Kaz Rafia!

Dr. Kaz Rafia joined the Oregon Health Authority as the State Dental Director in July of 2021. He is looking forward to the opportunity to serve the people of Oregon by reducing barriers to access and expanding integration of oral and physical health.

Kaz is a graduate of the Ohio State University’s College of Dentistry and OHSU’s Hospital Dentistry Residency Program and is a candidate for the Masters in Public Health degree from Johns Hopkins University.

The Oral Health Program is part of the Maternal and Child Health Section in the Center for Prevention and Health Promotion. Search the Public Health Program Directory to see all programs in the Oregon Public Health Division.
