Getting started with HARP: See if you qualify

Thank you for your interest in the Homeowner Assistance and Reconstruction Program (HARP). The Eligibility Questionnaire and application is now closed.

Requirements

Homeowners who may have qualifed for HARP met the following requirements:

  • They owned a primary residence in the county of Clackamas, Douglas, Jackson, Klamath, Lane, Lincoln, Linn, or Marion.
  • Their home was damaged or destroyed due to wildfires and/or straight-line winds in 2020.
  • The home has at least $3,000 in remaining construction repairs.
  • They were in good standing on their mortgage and property taxes, meaning their statements showed they were current on payments or on a payment plan. 
Please note the following:
  • If a homeowner is participating in home purchase, they must be at or below 120% of the area median income
    • If a homeowner is participating in the reimbursement pathway, some costs, such as land and home purchase or replacement, are limited to households with incomes at or below 120% of the area median income. See the reimbursement page for details.
  • Homeowners seeking reimbursement must meet HARP habitability standards and must have already paid for home repairs before applying to HARP or by January 10, 2025, whichever was earlier.

Other important conditions

HARP would also consider the following factors when determining if someone qualified:

  • Certain damaged structures were NOT eligible for HARP assistance. These structures included second homes, foreclosed homes, recreational vehicles, campers, detached structures, unpermitted housing units, mixed-use buildings, and multiplexes with five or more units.
    • Costs for non-primary housing structures (e.g., sheds or garages) may have been eligible under certain circumstances.
  • Homeowners who owned properties that were damaged not by wildfires but by straight-line winds in 2020 may have been eligible for HARP assistance.
  • New owners of a home damaged in the disaster were not eligible for HARP assistance.
  • HARP can fund construction anywhere in the eight affected counties
