In 1987, the Oregon Legislature passed a law that all Oregonians have access to adequate and affordable telephone service. The Oregon Public Utility Commission established three programs as a result. These programs are funded by a surcharge of $0.08 effective January 1, 2024, which is applied to the monthly bill of each subscriber who has telephone, cellular, or interconnected voice over internet protocol service with access to Oregon Relay (711).
Provides discounted or free phone or broadband service to qualifying low-income households
Loans communications equipment to those with a disability in hearing, vision, speech, mobility or cognition
Enables those with a hearing or speech disability to make and receive phone calls through relay operators
Provides DeafBlind and Deaf or Hard of Hearing Oregonians with upper mobility disabilities with access to make and receive video and Video Relay Service calls
