Reporting Requirements - Telecommunications Service Providers

Reporting Requirements

The Oregon Public Utility Commission (PUC) requires certain telecommunication companies to submit various reports throughout the year. This is done to ensure high quality services for customers at just and reasonable rates.

Interconnected voice over internet protocol service providers and cellular, wireless, or other radio common carriers are subject to Oregon Universal Service Fund (OUSF) and Residential Service Protection Fund (RSPF) reporting requirements.
 

Annual Fee Statement

Those companies that held a Certificate of Authority in Oregon for at least one day during the reporting year must complete and file an Annual Fee Statement and pay the annual $100 minimum fee. The report is due April 1 each year. The statement and instruction forms are typically available in January of the next year. Oregon Universal Service Fund (OUSF)

Certificated telecommunications service providers must submit quarterly contributions to the OUSF, which helps local telephone companies to ensure basic telephone service is available at reasonable and affordable rates in higher-cost rural areas throughout Oregon. Residential Service Protection Fund (RSPF)

Telecommunications service providers, including interconnected voice over internet protocol service providers, must assess the RSPF surcharge each month to each paying retail subscriber who has access to the Oregon Relay.  For cellular, wireless or other radio common carriers, the RSPF surcharge must be applied on a per instrument basis and only to subscribers who place of primary use, as defined and determined under 4 U.S.C. 116 to 126, is within this state.
