Executive Order 17-20

Accelerating Efficiency in Oregon's Built Environment to Reduce Greenhouse Gas Emissions and Address Climate Change 

The vast majority of this Executive Order focuses on increasing the energy and water efficiency of new and existing buildings across Oregon. Section 3B of the order states that new state commercial buildings permitted after Jan. 1, 2022 are to achieve “Carbon-Neutral Operations" while considering options in consultation with DEQ to lower the embodied carbon of the buildings materials. In practice, DEQ is consulting with both new and existing buildings to reduce the embodied carbon of the building materials consumed. 

Department of Administrative Services, Oregon Department of Energy, and DEQ have developed guidance to assist agencies in complying with Executive Order 17-20, section 3(B) directives.
