​About the Project
The Oregon Department of Energy led development of the Oregon En​ergy Strategy, which identifies pathways to achieve the state’s energy objectives. The strategy considered benefits and challenges of different pathways, presents policy recommendations, and reflects input from Oregonians who informe​d the strategy.

Oregon Energy Strategy development spanned two years and combi​ned data gathering, technical analysis, and policy discussions anchored in engagement with Oregonians with diverse backgrounds and perspectives from across the state. 

Achieving Oregon's Energy Policy Objectives

​As directed by HB 3630​, the strategy outlines potential actions to meet the state’s energy policy objectives, including reliability, affordability, and greenhouse gas​ emission reduction targets:  

  • Executive Order 20-04: Economy-wide 80 percent reduction in greenhouse gas emissions by 2050

  • HB 2021: Clean electricity targets for Portland General Electric, Pacific Power, and covered electricity service suppliers, including 80 percent emissions reductions by 2030, 90 percent by 2035, 100 percent by 2040 

  • Climate Protection Program: 90 percent reduction in greenhouse gas emissions from natural gas, liquid fuels, and propane by 2050 ​


Exploring Energy Pathways 


The Legislature tasked ODOE with coordinating development of the Oregon Energy Strategy. However, many Oregonians contributed to its development, and the state encouraged feedback and input from a diverse range of perspectives, backgrounds, and experiences. 
An Interagency Steering Group​ of s​tate agencies helped to guide development of the Oregon Energy Strategy. ODOE also formed an Advisory Group and several Policy Working Groups to help inform and provide feedback to the development of the report. ​While the Oregon Energy Strategy report is now complete, the work is just beginning. ODOE looks forward to working with the Governor's office, Legislators, and other partners to implement energy strategy recommendations. Please sign up​ to receive email updates. ​We also still encourage written feedback and requests for presentations through the Oregon Energy Strategy Comment Portal.
