Boardman to Hemingway Transmission Line

On March 6 and 8, 2026, the Oregon Department of Energy (Department) received Amendment Determination Requests (ADR-002 and ADR-006), pursuant to OAR 345-027-0357(3), from Idaho Power Company.​

• ADR-002: Seeks Department review and concurrence of whether expansion of temporary access road widths from 60 to 100 feet requires review through the amendment process. The change is requested to allow a safer workspace while helping to prevent erosion and sediment from leaving the work area. The increase in disturbance equates to 31.1 acres. The proposed changes are within the site boundary but outside of the approved micrositing corridor. 

• ADR-006: Seeks Department review and concurrence of whether the addition of 4.26 miles of access road and shifting of a pulling and tensioning site location requires review through the amendment process. These changes are a result of landowner coordination/requests while also providing safe construction conditions. The proposed changes are within the site boundary but outside of the approved micrositing corridor. 
  

The ADRs are available in the “Project Timeline" below, and will be announced at the April 17, 2026 Council meeting. Following review of the ADRs, the Department will issue a written determination confirming whether the changes need to be reviewed through the Council's amendment process. The determination will be posted to the webpage and announced at a Council meeting.
