The Home Energy Score Stakeholder Panel helps ODOE implement and update the home energy scoring system rules in Oregon.

Stakeholder Panel Duties

  • Support ODOE's rulemaking process for updating program requirements and administrative rules.
  • Review score system applications, and recommend approval or denial to ODOE's director.
  • Recommend criteria for approval of training and certification programs or work experience for entities proposing score systems.
  • Recommend criteria for content and formatting of a standard energy measures label to be included in home energy scoring reports.

Stakeholder Panel Membership

Panel members serve terms up to five years, and do not receive compensation or reimbursement for expenses occurred. The panel may meet as frequently as monthly, and will take place in Salem or Portland. Members should devote sufficient preparation time before each meeting to contribute effectively.

Member Qualifications

Panel members must have knowledge of either: residential energy use; residential energy-saving technology and strategies; residential real estate transactions; or valuation of residential energy-efficient features. Panel members must represent an industry category, and have the support of their colleagues in that industry category. Member categories include:

  • Oregon Department of Energy (Chair)
  • Energy Trust of Oregon
  • U.S. Department of Energy
  • Building energy assessment software provider
  • Home energy scoring systems approved for use in Oregon
  • Investor-owned electric utility
  • Consumer-owned electric utility
  • Natural gas utility
  • Residential construction industry
  • Real estate industry
  • Appraisal industry
  • Entity providing training for building energy assessments


Filling Vacancies

Individuals interested in serving on the stakeholder panel should review the panel's Charter and email a letter of interest to ODOE describing:

  • Your reasons for wanting to participate on t​he panel.
  • Your qualifications, including your experience with home energy scoring and any background in the development of Oregon's home energy scoring requirements.
  • Your member category (above) and your qualifications to represent the category. If your category is not listed in the Administrative Rules [OAR 330-030-0020(1)(b)(A) through (L)], please explain why the category should be added to the panel.
