Seeking Individuals to Serve on Rules Advisory Committees for Esthetics and Advanced Esthetics

​The Health Licensing Office (HLO), Board of Cosmetology (COS), and Board of Certified Advanced Estheticians (CAE) are currently seeking interested parties to serve on Rules Advisory Committees (RAC's). RAC's allow external experts, individuals, entities, advocates, and communities likely to be affected by rule changes to provide input and recommendations to the HLO and the COS and CAE during the rulemaking process. RAC's are typically comprised of 10 to 12 members, depending on the level of interest and the types of communities and individuals identified by the COS and CAE potentially affected by the rule changes.

The COS and CAE determined the following individuals and communities may be affected by the changes in rules and requested that representatives for each apply to serve on the RAC:

  • Certified estheticians and advanced estheticians;
  • Esthetic and advanced esthetic educators;
  • Small business owners, specifically medical spa and cosmetology facility owners;
  • Prospective students of esthetics and advanced esthetics;
  • LGBTQQIP2SAA+, transgender (hair removal);
  • People of color;
  • Indigenous people;
  • Rural communities;
  • Coordinated Care Organizations; and
  • Healthcare professionals, specifically dermatologists, plastic surgeons, nurse practitioners, registered nurses, and medical assistants who specialize in procedures of the skin.

The following topics related to esthetics and advanced esthetics will be reviewed by the RAC:

  • ​Esthetic devices;
  • Advanced esthetic devices;
  • Cross-over devices; and
  • Prohibited devices.

HB 2970 was signed into law effective June 23, 2021. This new statutory language has been incorporated into the existing Oregon Revised Statute language from the 2019 edition, and you can access both unofficial copies below:

Historical information related to the practice of esthetics and advanced esthetics was emailed to all certification holders in September 2022.

Attendance and participated by individuals and communities likely to be affected by the rule changes are essential to the rulemaking process. Please be sure you can attend the RAC on January 30, February 27, and March 27, 2023, before completing the Rules Advisory Committee Interest Form. All RAC meetings will begin at 9 a.m. and will be held virtually using Microsoft Teams unless otherwise stated.

If you know of other stakeholders that may be interested in serving on the esthetics and advanced esthetics RAC, please forward this information onto them. The more interested parties that submit interest forms, the easier it will be to meet the requirements for membership as determined by the COS and CAE board members.
