Oregon Psilocybin Services - 2024 Rulemaking

Rules Adopted November 2024 

On November 22, 2024, OPS adopted new and updated administrative rules. 


These rules were informed by twenty hours of Rules Advisory Committee (RAC) meetings, over sixty written public comments and over four hours of public hearings during the 2024 public comment period. Public hearings offered Spanish interpretation, American Sign Language interpretation, and communication access real time translation (CART captioning). 

We invite you to read our 2024 Letter to the Public which highlights frequent themes identified during the public comment period and how they have been addressed in the 2024 rules. You can also read the 2024 Hearings Officer Report which summarizes comments and testimony received during the 2024 public comment period.

October 2024 Public Comment Period

All members of the public were invited to provide comments on the 2024 proposed rules during the public comment period, October 1 - October 21, 2024. The proposed rules listed below do not represent the final adopted rules.

October 2024 Public Hearing Recordings

2024 Rules Advisory Committees (RACs)

Oregon Psilocybin Services (OPS) convened three Rules Advisory Committees (RACs) in August to discuss (1) Implementation of SB 303, (2) Training Programs and Facilitators, and (3) Additional Rules Related to Psilocybin Services and Licensed Premises. In addition to providing recommendations on proposed rule language, RACs evaluate the fiscal and racial impact of proposed rules. 

RACs are an important part of the rulemaking process. RACs are comprised of individuals who have subject matter expertise, lived experience and who are likely to be affected by the proposed rules. The RAC process is designed to include a diversity of opinions and viewpoints.
