Oregon Psilocybin - Manufacturer License

Apply for a Manufacturer License

The Oregon Health Authority will begin accepting applications for Psilocybin Manufacturer licenses on January 2, 2023. Until then, we will be in the development phase and will update the website as program information becomes available.

We encourage you to sign up for updates and consider the following information:

  • M109 creates a regulatory framework for the production of psilocybin and psilocybin products to be sold to licensed service centers for psilocybin administration sessions. It does not allow an individual to grow psilocybin-producing mushrooms for personal use.
  • Rules Advisory Committees reviewed draft rules for psilocybin products and testing in February of 2022. Community members are invited to provide comments on the proposed rules during the public comment period scheduled from April 1 - April 22, 2202. OHA expects this section of rules to be adopted by the end of May 2022. Additional rules will be reviewed by Rules Advisory Committees in September of 2022. All rules will be adopted by December 31, 2022.
  • In addition to rules adopted by OHA, other requirements may be established by local governments. Manufacturer license applicants will be required to produce a Land Use Compatibility Statement (LUCS) which demonstrates that the proposed use of the property is consistent with local zoning code. Applicants will also need to provide proof that the property owner has consented to production of psilocybin at the property to be licensed.
  • Individuals may hold multiple licenses if they meet the eligibility requirements to apply for licensure and receive approval for licensure, however an individual may not hold an interest in more than one manufacturer license.
