Descriptions and Methodologies of Dashboard Visualizations

OHCS Housing Stabilization team focuses on housing retention and homeless services programs. Our dashboards highlight how our work benefits communities throughout the state. Below, you'll find the description and metheodologies portion of our guide on how to use the dashboards.

Descriptions and Methodologies

Number of Households Served during the 23-25 Biennium

This displays the distinct count of households and can be disaggregated by program and county using dashboard filters. Households were determined by only counting people who were listed as the head of a given household.

Tooltip hover shows percent of total homeless or at-risk households based on the statewide total and can be disaggregated by the county and program filters.

Number of Households served by County

This is a map that displays all 36 counties in Oregon and is labeled with the distinct count of households within a county. The map can be disaggregated by program using dashboard filters. The counts in this map may not add up to the total number of households since households can be served in multiple counties over time and/or by multiple different programs. Additionally, some data is suppressed due to the small populations being served in some counties. 

Tooltip hover shows percent of total homeless or at-risk households disaggregated by county and can be disaggregated by the program filter. 

The color gradient moves from light orange to blue based on density. The higher the density, the darker the color.

Total Number of Individuals Served

This displays the distinct count of individual served. This can be disaggregated by county and program using the dashboard filters.

Persons who Identified having a Disabling Condition when Enrolling in Services

This displays the distinct count of homeless or at-risk individuals who indicated that they have one or more disabling conditions upon enrollment in a program. This can be further disaggregated by county and program using the dashboard filters. 

Tooltip hover shows:

  • Distinct count of total homeless or at-risk individuals that identified as having one or more disabilities individuals,
  • Percent of total homeless or at-risk individuals that identified as having one or more disabilities based on the county total of person who identified as having one or more disabling conditions, and 
  • Percent of total of homeless or at-risk individuals that identified as having one or more disabling conditions based on the statewide total. 

Each item can be disaggregated by the county and program filters. If no county and ‘All’ program are selected the totals within the tooltip may not reflect the total shown in Total Number of Individuals Served. This is due to data suppression, clients can be enrolled in multiple programs and/or have multiple counties associated with their current county of residence. This may also affect the percentage of total calculation shown in the tooltip.

Veterans Supported by Homelessness Resources

This displays the distinct count of homeless or at-risk veterans served. This can be further disaggregated by county and program using the dashboard filters.

  • Distinct count of homeless or at-risk veterans,
  • Percent of total homeless or at-risk veterans based on the county total of homeless or at-risk veterans, and
  • Percent of total homeless or at-risk veterans based on the statewide total of homeless or at-risk veterans.

Race and Ethnicity of Clients Served

This displays a bar chart of the distinct count of homeless or at-risk clients disaggregated by race and ethnicity sorted from highest to lowest. See section II to read about how race and ethnicity were categorized. This can be further disaggregated by county and program using the dashboard filters.

  • Distinct count of homeless or at-risk clients disaggregated by race and ethnicity and
  • Percent of total of homeless or at-risk clients disaggregated by race and ethnicity based on county total of homeless or at-risk clients of that race/ethnicity category.

Clients’ Destination after Leaving Services

This displays a bar chart of the distinct count of clients disaggregated by their destination upon exiting services sorted from highest to lowest. This can be further disaggregated by county and program using the dashboard filters. Exit destinations were mapped following HUD guidance as described here: FY 2024 HMIS Data Standards Manual. An explanation of each group is as follows: 

  1. A Permanent Housing destination includes staying or living with family or friends on a permanent basis, renting with or without ongoing subsidy, or owning a residence with or without ongoing subsidy. 
  2. A Homeless Situation destination includes returning to a place not meant for human habitation(e.g. a vehicle, abandoned building, bus/train/subway station/airport or anywhere outside), emergency shelter including a hotel or motel paid for with emergency shelter voucher or Safe Haven. c)
  3. Housing destination includes transitional housing, residential project or halfway house, hotel or motel paid for without an emergency shelter voucher, or staying or living with family or friends on a temporary basis.
  4. An Institutional Setting destination includes foster care home or foster group home, hospital or other residential non-psychiatric medical facility, jail, prison, or juvenile detention facility, long-term care facility or nursing home, psychiatric hospital or other psychiatric facility, or substance abuse treatment facility or detox center.
  5. The Other includes instances where no data was collected, no exit interview was completed, the client is deceased, client doesn’t know or did not answer, or a destination that does not fall into the other categories mentioned above.

Clients Served by Project Type

This displays a bar chart of the distinct count of clients served disaggregated by project type sorted from highest to lowest. This can be further disaggregated by county and program using the dashboard filters. Project Types were mapped following HUD guidance as described here: FY 2024 HMIS Data Standards Manual. An explanation of each Project Type is as follows:

  1. The Prevention project type includes the HUD defined Homeless Prevention project type. A Homeless Prevention project is one that offers services and/or financial assistance necessary to prevent a person from entering an emergency shelter or place not meant for human habitation.
  2. The Shelter project type includes the HUD defined projects of: 
    1. Emergency Shelter – Night by Night – A shelter type to be used by some high-volume shelters and shelters where a significant proportion of clients spend a night at the shelter as needed on an irregular basis. 
    2. Emergency Shelter – Entry Exit is defined as a project that offers temporary shelter (lodging) for people experiencing homelessness in general or for specific populations of people experiencing homelessness. 
    3. Safe Haven – A project that offers supportive housing that (1) serves hard-to-reach people experiencing homelessness with severe mental illness who have been unsheltered and have been unwilling or unable to participate in supportive services; (2) provides 24-hour residence for eligible persons for an unspecified period; (3) has an overnight capacity limited to 25 or fewer persons; and (4) provides low demand services and referrals for the residents. 
    4. Transitional Housing – A project that provides temporary lodging and is designed to facilitate the movement of individuals and families experiencing homelessness into permanent housing within a specified period of time, but no longer than 24 months. c)
  3. The Street Outreach project type is defined as a project that offers services necessary to reach out to people experiencing unsheltered homelessness, connect them with emergency shelter, housing, or critical services, and provide urgent, non-facility-based care to those who are unwilling or unable to access emergency shelter, housing, or an appropriate health facility. 
  4. The Non-EO Rehousing project type refers to rehousing projects that were not considered part of Governor Kotek’s Emergency Order funding. This category includes: 
    1. Permanent Housing - Housing with Services (no disability required for entry) – A project that offers permanent housing and supportive services to assist people experiencing homelessness to live independently but does not limit eligibility to individuals with disabilities or families in which one adult or child has a disability.
    2. Permanent Housing – Permanent Supportive Housing (disability required for entry) – A project that offers permanent housing and supportive services to assist people experiencing homelessness with a disability (individuals with disabilities or families in which one adult or child has a disability) to live independently. 
    3. Permanent Housing – Rapid Re-Housing – A permanent housing project that provides housing relocation and stabilization services and/or short and/or medium-term rental assistance as necessary to help an individual or family experiencing homelessness move as quickly as possible into permanent housing and achieve stability in that housing.
  5. The Other Category project type includes the HUD defined projects of: 
    1. Coordinated Entry – A project that administers the CoCs centralized or coordinated process for assessment and referral of individuals and families seeking housing or services, including the use of a comprehensive and standardized assessment tool.
    2. Day Shelter – A project that offers daytime facilities and services (no lodging) for people experiencing homelessness. 
    3. Services Only – A project that is not providing housing or housing assistance, but offers supportive services (other than Street Outreach or Coordinated Entry) to address the specific needs of participants
    4. Other – A project that offers services but does not provide housing or housing assistance and cannot otherwise be categorized as another HUD defined project type.
  6. Data Not Collected simply refers to clients who have missing information in regard to the type of project they participated in.

Types of Households Served

This displays a bar chart that shows the distinct count of homeless or at-risk households disaggregated by household type sorted from highest to lowest. It can be further disaggregated by the county and program filters. Each household type is determined by the members of the household upon enrollment with a program. 

  1. Adult(s) with children indicate that one or more adults are accompanied by one or more youth under the age of 18. 
  2. Adult(s) without children indicate that one or more adults entered a program without youth under the age of 18. 
  3. Unaccompanied minors refer to a single youth under the age of 18 entering a program. 
  4. Unknown households are any other combination of adults and children not covered by the previous types.

Gender of Clients Served

This displays a bar chart that shows the distinct count of homeless or at-risk individuals disaggregated by gender. It can be further disaggregated by the county and program filters.

  • Distinct count of homeless or at-risk individuals disaggregated by gender and
  • Percent of total of homeless or at-risk individuals disaggregated by gender based on the county total of that given gender category.

Age of Clients Served

This displays a bar chart that shows the distinct count of homeless or at-risk individuals disaggregated by age range. It can be further disaggregated by the county and program filters. Each age range category is explained within the chart.
