Number of Households Served during the 23-25 Biennium
This displays the distinct count of households and can be disaggregated by program and county using dashboard filters. Households were determined by only counting people who were listed as the head of a given household.

Number of Households served by County
This is a map that displays all 36 counties in Oregon and is labeled with the distinct count of households within a county. The map can be disaggregated by program using dashboard filters. The counts in this map may not add up to the total number of households since households can be served in multiple counties over time and/or by multiple different programs. Additionally, some data is suppressed due to the small populations being served in some counties.

The color gradient moves from light orange to blue based on density. The higher the density, the darker the color.
Total Number of Individuals Served
This displays the distinct count of individual served. This can be disaggregated by county and program using the dashboard filters.

Persons who Identified having a Disabling Condition when Enrolling in Services
This displays the distinct count of homeless or at-risk individuals who indicated that they have one or more disabling conditions upon enrollment in a program. This can be further disaggregated by county and program using the dashboard filters.

Clients’ Destination after Leaving Services
This displays a bar chart of the distinct count of clients disaggregated by their destination upon exiting services sorted from highest to lowest. This can be further disaggregated by county and program using the dashboard filters. Exit destinations were mapped following HUD guidance as described here:

Permanent Housing destination includes staying or living with family or friends on a permanent basis, renting with or without ongoing subsidy, or owning a residence with or without ongoing subsidy.
- A
Homeless Situation destination includes returning to a place not meant for human habitation(e.g. a vehicle, abandoned building, bus/train/subway station/airport or anywhere outside), emergency shelter including a hotel or motel paid for with emergency shelter voucher or Safe Haven. c)

Housing destination includes transitional housing, residential project or halfway house, hotel or motel paid for without an emergency shelter voucher, or staying or living with family or friends on a temporary basis.
- An
Institutional Setting destination includes foster care home or foster group home, hospital or other residential non-psychiatric medical facility, jail, prison, or juvenile detention facility, long-term care facility or nursing home, psychiatric hospital or other psychiatric facility, or substance abuse treatment facility or detox center.
- The
Other includes instances where no data was collected, no exit interview was completed, the client is deceased, client doesn’t know or did not answer, or a destination that does not fall into the other categories mentioned above.

Clients Served by Project Type

Prevention project type includes the HUD defined Homeless Prevention project type. A Homeless Prevention project is one that offers services and/or financial assistance necessary to prevent a person from entering an emergency shelter or place not meant for human habitation.

Shelter project type includes the HUD defined projects of:

Emergency Shelter – Night by Night – A shelter type to be used by some high-volume shelters and shelters where a significant proportion of clients spend a night at the shelter as needed on an irregular basis.

Emergency Shelter – Entry Exit is defined as a project that offers temporary shelter (lodging) for people experiencing homelessness in general or for specific populations of people experiencing homelessness.

Safe Haven – A project that offers supportive housing that (1) serves hard-to-reach people experiencing homelessness with severe mental illness who have been unsheltered and have been unwilling or unable to participate in supportive services; (2) provides 24-hour residence for eligible persons for an unspecified period; (3) has an overnight capacity limited to 25 or fewer persons; and (4) provides low demand services and referrals for the residents.
- Transitional Housing – A project that provides temporary lodging and is designed to facilitate the movement of individuals and families experiencing homelessness into permanent housing within a specified period of time, but no longer than 24 months.
- The Street Outreach project type is defined as a project that offers services necessary to reach out to people experiencing unsheltered homelessness, connect them with emergency shelter, housing, or critical services, and provide urgent, non-facility-based care to those who are unwilling or unable to access emergency shelter, housing, or an appropriate health facility.
- The Non-EO Rehousing project type refers to rehousing projects that were not considered part of Governor Kotek’s Emergency Order funding. This category includes:
- Permanent Housing - Housing with Services (no disability required for entry) - A project that offers permanent housing and supportive services to assist people experiencing homelessness to live independently but does not limit eligibility to individuals with disabilities or families in which one adult or child has a disability.
- Permanent Housing – Permanent Supportive Housing (disability required for entry) A project that offers permanent housing and supportive services to assist people experiencing homelessness with a disability (individuals with disabilities or families in which one adult or child has a disability) to live independently.
- Permanent Housing – Rapid Re-Housing A permanent housing project that provides housing relocation and stabilization services and/or short and/or medium-term rental assistance as necessary to help an individual or family experiencing homelessness move as quickly as possible into permanent housing and achieve stability in that housing.
- The Other Category project type includes the HUD defined projects of:
- Coordinated Entry – A project that administers the CoCs centralized or coordinated process for assessment and referral of individuals and families seeking housing or services, including the use of a comprehensive and standardized assessment tool.
- Day Shelter – A project that offers daytime facilities and services (no lodging) for people experiencing homelessness.
- Services Only –A project that is not providing housing or housing assistance, but offers supportive services (other than Street Outreach or Coordinated Entry) to address the specific needs of participants
- Other – A project that offers services but does not provide housing or housing assistance and cannot otherwise be categorized as another HUD defined project type.
- Data Not Collected simply refers to clients who have missing information in regard to the type of project they participated in.

Types of Households Served
This displays a bar chart that shows the distinct count of homeless or at-risk households disaggregated by household type sorted from highest to lowest. It can be further disaggregated by the county and program filters. Each household type is determined by the members of the household upon enrollment with a program.

Adult(s) with children indicate that one or more adults are accompanied by one or more youth under the age of 18.

Adult(s) without children indicate that one or more adults entered a program without youth under the age of 18.

Unaccompanied minors refer to a single youth under the age of 18 entering a program.

Unknown households are any other combination of adults and children not covered by the previous types.

Oregon Re-Housing Initiative (ORI) Page
Number of Households Rehoused
This displays the distinct count of households rehoused by Dec. 31, 2025. A household is counted as being re-housed if they have a noted housing move-in date.
Average Length of Time from Enrollment until Housing Move-in Date
This displays the average length of time from enrollment until a household moves into housing rounded to the nearest day. This measure only captures the most recent instance of a household moving into housing while enrolled in the ORI program.
Number of Households Sustained from Previous Biennium
This displays the distinct count of households that were rehoused by the ORI program in the 23-25 biennium who continued to receive services in the 25-27 biennium.
Number of Households Enrolled and Re-housed during Current Biennium
This displays the distinct count of households that had an enrollment and were housed within the 25-27 biennium.
Household that Exited to Permanent Housing
This displays the percentage of households that exited the ORI program to a permanent housing destination. The percentage is calculated using the total number of households with their most recent exit to permanent housing divided by the total number of households with exits from the program. The percentage is calculated by using only the most recent exit in both the numerator and denominator populations.
Total Number of Household Served by ORI
This displays the total number of households that have received services from the ORI program.
Race and Ethnicity of Participants Re-housed by ORI
This shows a bar graph that displays the race and/or ethnicity of participants who were rehoused by the ORI program.
Long Term Rental Assistance (LTRA) Page
Percent of Households with Exits to Permanent Housing
This displays the percentage of households that exit to permanent housing. The percentage is calculated by the total number of households whose most recent exit is to permanent housing divided by the total number of households with an exit. The percentage is calculated by using only the most recent exit in both the numerator and denominator populations.
Number of Households Enrolled
This displays the distinct count of households currently enrolled in the LTRA program. Current meaning that they are either actively receiving services or exited the program between July 1, 2025 and Dec. 31, 2025.
Percentage of Households who Maintained Housing Placement for 12 or More months
This displays the percentage of households who received twelve or more months of services, and/or households who are still receiving services and have accrued 12 or more months of service by Dec. 31, 2025. The twelve months are calculated differently based on the type of LTRA project they are enrolled in.
If they are enrolled in a permanent housing project type their twelve months is calculated from the difference from the time of rehousing until their exit from the program , or the end of the current reporting period if they are still actively enrolled. All other project types calculate the months of service from the difference between the household enrollment date and their date of exit from the program or the end of the current reporting period if they are still actively enrolled. The percentage is calculated by the total number of households with 12 or more months of enrollment divided by the total number of households enrolled.
Types of LTRA Services Provided
This displays a bar graph displaying the total number of services disaggregated by service type for all individuals who received LTRA services. Each category is a contains relevant services aggregated up into higher level standardized categories.
Oregon Eviction Prevention and Diversion Program (ORE-DAP)
Total Number of Households Served by ORE-DAP
This displays the distinct count of households served in the ORE-DAP program as of Dec. 31, 2025.
Households Served with Rent Payment Assistance
This displays the total number of households that received rent ayment assistance greater than $0.
Percentage of Households who Exit to Permanent Housing
This displays the percentage of households that exited the ORE-DAP program to a permanent housing destination. This percentage is calculated by the total number of households with an permanent housing exit destination divided by the total number of households with exits from the program. This calculation only considers the most recent exit event for each household in both the numerator and denominator.
Average Number of Months of Rent Payment Assistance Households Received
This displays the average number of day s for households that received rent payment assistance greater than $0, rounded to the nearest whole day. This calculation only considers the most recent exit event for each household.
Race and Ethnicity of Participants Served by ORE-DAP
This displays a bar graph that shows the racial and ethnic demographics of each individual served by the ORE-DAP program.
Types of ORE-DAP Services Provided
This displays a bar graph displaying the total number of services disaggregated by service type for all individuals who received ORE-DAP services. Each category contains relevant services aggregated up into higher level standardized categories.
Executive Order Progress Page
This page displays the statewide goals laid out in Governor Kotek’s Executive Order 26-01. This order states that Oregon will re-house 1,400 households and prevent 8,167 households from experiencing homelessness. The gauge graphs display the current progress toward these goals as a percentage toward these goals. At the bottom it displays the current count of households and/or individuals that have been re-housed or prevented from falling into homelessness.
