Culturally Responsive Organization – An entity that provides services to a cultural community and the entity has the following characteristics: Comprehensively addresses power relationships throughout the organization by methods that include addressing conflicts and dynamics of inclusion and exclusion; Has relationships with and is responsive to communities that the organization serves, including communities of color; Hires, promotes, trains and supports staff who are culturally and linguistically diverse in ways that reflect the communities that the organization serves, including communities of color; Provides culturally responsive service; and has adopted governance structures, policies and cultural norms to hold its leadership and staff accountable and to continual improvement.
Culturally Responsive Service – A service that: Is adapted to maximize the respect of and relevance to the beliefs, practices, culture and linguistic needs of the diverse client populations and communities being served, including clients and communities of color; Has the capacity to respond to the issues of diverse communities; and assures competent language access and incorporates diverse cultural approaches, strengths, perspectives, experiences, frames of reference, values, norms and performance styles of clients and communities to make services and programs more welcoming, accessible, appropriate and effective for all eligible and intended recipients.
Disabling Condition – A physical, mental, or emotional impairment, including caused by alcohol or drug abuse, post-traumatic stress disorder or brain injury that:

Is expected to be long-continuing or of indefinite duration;

Substantially impedes the individuals ability to live independently; AND
-
Could be improved by the provision of more suitable housing conditions.
Emergency Shelter – A facility, the primary purpose of which is to provide temporary shelter for individuals and families experience homelessness and does not require occupants to sign a lease or occupancy agreement.
Program – A framework of services and/or financial assistance meant to address a specific intervention or set of interventions to achieve a result based on the funding source.
HMIS Project – A specific set of services provided by a grantee of program funding. Projects can only be of one type, even when some eligible activities are allowed under multiple project types.
Safe Haven – A form of supportive housing that serves hard-to-reach persons experiencing homelessness with serve mental illness and/or substance abuse.
Veteran – A person who served in some capacity in a branch of the military.
Victim Service Provider – A
private nonprofit organization whose primary mission is to provide direct services to survivors of domestic violence, intimate partner violence, sexual assault, and/or trafficking. This term includes permanent housing providers—including rapid re-housing, domestic violence programs (shelters and non-residential), domestic violence transitional housing programs, dual domestic violence and sexual assault programs, and related advocacy and supportive services programs.
Funded Program Descriptions
By and for Initiative – Native American Tribes of Oregon (BAFI-NATO) – A program designed to create or support local existing programs designed to prevent and reduce homelessness in tribal communities.
Community Services Block Grant (CSBG) – A program designed to assists communities for the reduction of poverty, the revitalization of low-income communities and the empowerment of low-income families and individuals to become fully self-sufficient.
Emergency Housing Assistance Program (EHAP) – A program designed to assists low or very-low income persons who are homeless or are unstably housed and at risk of becoming homeless by providing direct financial assistance, case management, and funding shelter maintenance and operations.
Elderly Rental Assistance (ERA) – A program designed to assists very-low income seniors who are unstably housed and at risk of becoming homeless by providing direct financial assistance and case management.
Emergency Solutions Grant (ESG) – A program designed to assists individuals and families experiencing homelessness or at risk of experiencing homelessness to quickly regain stability in permanent housing after experiencing a housing crisis by providing street outreach, emergency shelter, rapid rehousing, and homeless prevention.
Housing Stabilization Program (HSP) – A program designed to assist low-income families who are receiving a state Temporary Assistance for Needy Families (TANF) grant and are homeless or are unstably housed and at risk of becoming homeless by providing direct financial assistance to pay for housing related costs and case management.
HOME Tenant-Based Rental Assistance (HTBRA) – A program designed to provide subsidies to very low- and low-income families in the form of monthly rental assistance, utility payment assistance and security deposit assistance to stabilize their housing.
Oregon Eviction Diversion and Prevention Program (ORE-DAP) – A program designed to prevent households most at-risk for experiencing eviction and/or homelessness from facing an eviction or entering into homelessness by providing rental assistance, legal services, mediation services and other wrap-around services.
Eviction Prevention Rapid Response (EPRR)- The EPRR Program was established to provide instant resources in response to a pending eviction in conjunction with other housing stability supports, such as legal services or case management. The goal of the EPRR Program is to assist applicants who need immediate support to avoid an pending eviction judgment.
Rental Assistance for Youths (RAY) – A program designed to assist youth who are homeless or at risk of homelessness by providing rental assistance and other wrap around services.
Statewide Homeless Assistance Program (SHAP) – A program designed to help meet the emergency needs of homeless Oregonians by providing operational support for emergency shelters and supportive services to shelter residents which can include financial assistance and case management.
All Other Shelter Programs – This category includes the Operational Support for Shelter (OPSS) program and specific shelter funding created as part of Governor Kotek’s Emergency Order during the 23-25 biennium. The funding provided by the Emergency Order was designed to increase the number of shelter beds at emergency shelter sites.
- OPSS – This program is designed to provide support to emergency shelter operations which includes funding to help pay for shelter leases, utilities, security, facility maintenance, staffing, janitorial services, food, furnishings, laundry supplies, hygiene supplies and, facility management among other things. This program also provides direct financial assistance to shelter participants through housing payments, utility payments, security deposits, and moving costs.
