About the Homeowner Assistance Fund

The Homeowner Assistance Fund (HAF) is a federal relief program established under the American Rescue Plan Act of 2021. Oregon Housing and Community Services (OHCS) is reopening its HAF program to support homeowners who are in jeopardy of foreclosure to keep their homes.

Homeowners can qualify for a grant of up to $50,000 in mortgage relief funds paid directly to their servicer if they:

Are past due on their mortgage by at least 90 days.
Have a property in Oregon.
Are a primary owner of the property.
Are currently occupying the property.
Have a household income at or below 150% of the area median income. Check the table below to see if your household income is eligible.
Have exhausted all other loss mitigation options.
Can attest they experienced a hardship because of the COVID-19 pandemic.
Are working with a servicer that has partnered with OHCS.
Have a mortgage that meets conforming loan limits.
Have a primary mortgage that a HAF payment can reinstate and are not facing foreclosure from any other entity.
Are not in bankruptcy proceedings.

For homeowners:

In order to access HAF funds, homeowners must:

Check to make sure your servicer is an approved HAF servicer.
Fill out the HAF Attestation Form. (Reach out to HAF.Homeowners@hcs.oregon.gov if you want a paper copy.)
Once we review your Attestation Form, if you are preliminarily eligible, we will send you an invitation to a secure document portal to submit a Third Party Authorization and documentation of household income.

Acceptable income documentation includes your most recent tax return; benefit letters; statements or summaries; paystubs within a 45-day period; a W-2, 1099, or other forms as approved by OHCS.

From the date that the homeowner receives the document portal invite, they have 14 days to submit their supporting documentation – the Third Party Authorization form and household income documentation – or the application will be denied.

For support with this process, OHCS encourages homeowners to work directly with their servicer or a housing counselor. Search a list of housing counselors in your area.

Once OHCS has received the Attestation Form, Third Party Authorization (TPA), and loan data from your servicer, OHCS will make an eligibility determination. If funds are available and you are eligible for assistance, OHCS will make a payment directly to your servicer on your behalf and notify you of the payment via email.

Please note: OHCS reviews and funds applications once all required information is received from both the homeowner and their mortgage servicer. Funds are distributed on a first‑completed, first‑served basis, so applicants are encouraged to submit required documents as soon as possible. The application portal will remain open until all available funds are reserved. However, if program funds run out, some submitted applications may not receive assistance.

Homeowners who are at risk of foreclosure should contact their servicer and/or a free housing counselor about immediate options or visit oregonhomeownerhelp.org for more foreclosure prevention resources.

Payoff statements

When a payoff event is happening, an escrow agent or a loan officer can request an official payoff statement by emailing haf.payoffs@hcs.oregon.gov. The Payoffs Department is not available by phone. All email inquiries are processed in the order received. Please allow 72 hours for response time.

Recording fees

The homeowner is responsible for all associated recording fees for removal of the lien once a payoff for the loan has been received prior to the five-year loan forgiveness date.

OHCS will pay the recording fee to release our lien only when we place said lien on the participant’s property in error. OHCS will also be responsible for recording and the recording fee to release the lien when our loans reach the five-year forgiveness period and is forgiven in full.
