Registering A Complaint  
The Board of Pharmacy responds to any complaint that comes into the Board office. Complaints can originate from consumers, another pharmacist, a prescriber, a technician, an employer, or anyone else.
Licensees of the Board of Pharmacy are guided by and required to comply with Oregon Statutes (Chapters 475 and 689) and Administrative Rules (Chapter 855). Those who violate these codes are subject to disciplinary action. Discipline is considered carefully on a case-by-case basis by Board Members. 
By Statute, the Oregon Board of Pharmacy does not have any authority over medication pricing or customer service issues.
If you believe a violation of the Oregon Statutes or Administrative Rules might have occurred, you may wish to file a complaint with the Board.  The complaint can be made by completing the online complaint form.   
Once a complaint is received in the Board office, the complaint is assigned a case number, and a Pharmacy Inspector is assigned to the case.  The assigned Pharmacy Inspector will contact the licensees involved, and request pertinent information and documentation regarding the complaint. After that response is received, the Pharmacy Inspector reviews all the evidence and writes a case report which is submitted to the Board of Pharmacy. The Board of Pharmacy consists of nine Board Members (five pharmacists, two pharmacy technicians and two non-pharmacist public members). Board Members are commonly referred to as the "Board". Board Members meet at regulary scheduled meetings and determine from the facts and evidence presented in the case whether or not a violation has occurred and if so what type of action should be taken. 
The complaint is not officially closed until the Board takes its action and all parties involved in the case are notified of the final action.  If disciplinary action is proposed, the licensee has the right to a contested case hearing if they choose to dispute the facts of the case.  Oregon Revised Statute 676.175 governs the confidentiality of the information gathered in the Board’s investigation both during and after an investigation is closed.   
The time required for this process to be completed is impossible to predict. Several variables are involved such as the nature and complexity of the complaint, whether or not the facts of the case are in dispute, and the cooperativeness of the individuals involved in the case.
