Oregon's 1115 Medicaid Demonstrations

Section 1115 of the Social Security Act gives the federal Centers for Medicare & Medicaid Services (CMS) the authority to approve state-level experimental, pilot, or demonstration projects that promote the objectives of the Medicaid and Children's Health Insurance Program (CHIP) programs.

  • Oregon's initial 1115 Demonstration established the original groundbreaking Oregon Health Plan (OHP) in 1994. Since then, the OHP 1115 Demonstration has given Oregon numerous opportunities to expand and improve health care throughout the state. CMS recently approved Oregon's renewed OHP demonstration, effective Oct. 1, 2022 through Sept. 30, 2027.
  • CMS approved Oregon’s new Substance Use Disorder (SUD) 1115 Demonstration, effective April 8, 2021, through March 31, 2026. The SUD 1115 Demonstration allows for greater investment in Oregon’s vision to prevent, identify, and treat people with substance use disorder and help them sustain long-term recovery.
