Tribal Governments

CERTA offers opportunities for Tribal Governments in Oregon to expand their zero-emission fleets, install EV chargers, create composting projects, and incentivize energy efficient housing development.


CERTA funds three programs to offer rebates for medium and heavy-duty zero emission trucks and the installation of electric vehicle chargers to Tribal Governments.

CERTA funds four programs to offer rebates to improve energy efficiency in new housing development and to install heat pumps in housing owned by Tribal Governments, as well as energy efficiency improvements in buildings.

  • The Oregon Housing and Community Services Oregon Multi-Family Energy Program provides funds to all income projects to construct housing that is at least 10% more energy efficient than those built under Oregon's Energy Efficiency Specialty Code.
  • Energy Trust of Oregon's EPS program offers incentives to construct single family housing that is at least 10% more energy efficient than Oregon's Energy Efficiency Specialty Code in areas served by Portland General Electric, Pacific Power, NW Natural Gas, Avista Natural Gas and Cascade Natural Gas.
  • Oregon Department of Energy's Heat Pump Purchase Program provides $2,000 heat pump incentives for homeowners, rental property owners, and new construction developers/builders to keep homes warm in the winter, cool in the summer and reduce the cost of utilities.​
  • CERTA funds incentives to improve energy efficiency and exceed the Oregon Department of Energy Building Energy Performance Standards. Eligible building types include commercial, multifamily residential, hospitals, schools and universities, and local- and Tribal government-owned buildings that are at least 20,000 square feet. Projects could include updating a building HVAC system, lighting improvements, and new equipment among other energy saving opportunities.​



  • The Department of Environmental Quality's small-scale composting program funds projects that address a gap in organic waste collection in their franchise service area to implement a community composting solution.  This funding opportunity is available for community-based organizations, businesses, local governments, and the Nine Federally Recognized Tribal Governments.
  • DEQ's Landfill Emission Reduction program​ will fund innovative methane emission reduction projects at landfills in Oregon. Funds are eligible for owners or operators of landfills located inside Oregon to reduce methane emissions. Funds awarded through this program cannot be used to meet currently applicable regulatory requirements or remedy any current/existing non-compliance with state or federal requirements.   ​
