November 1 Deadline for FEMA GO Financial Actions Ahead
of System Transition

FEMA has notified states and grant recipients about an upcoming transition to its new financial management system, the Federal Information Management System (FIMS). This transition will temporarily limit functionality in FEMA GO and other legacy platforms. The transition will temporarily limit OEM’s ability to pay approved Requests for Reimbursement (RFRs) for preparedness and mitigation grants. Public Assistance grants are not impacted by this transition.

Because drawdowns may be unavailable for several weeks, all Requests for Reimbursement (RFRs) must be submitted by Sunday, November 1, 2026.

Deadline Reminder:

All time‑sensitive grant and financial actions, including Requests for Reimbursement (RFRs) and additional documentation requests needed for drawdowns, must be completed by Sunday, November 1, 2026. After this date, FEMA GO will enter a read‑only mode, and financial transactions will not be processed until at least mid‑December.

If you have already submitted your RFR, please be sure to respond to any requests for additional documentation or clarification. You may go into the OEM Grants system and see notes in case you missed an email notification. If you have a homeland security, state/local cyber security, or non-profit grant your grants are not managed through the OEM Grants system, and you should reach out to your grant manager. After Nov. 1, OEM will continue to accept and review RFRs. However, we may be unable to make payments on approved RFRs.

What to Expect During the Transition:

OEM will be able to view records but will not be able to enter, update, submit, approve, or process financial or grants‑management transactions, including drawdowns and payment requests.
FEMA currently anticipates restoring full functionality by mid‑December, though the timeline may shift based on disaster activity or technical considerations.

The Oregon Department of Emergency Management (OEM) provides several grant opportunities to local and tribal governments to assist in preparedness and mitigation activities.

Emergency Management Performance Grant

The Emergency Management Performance Grant (EMPG) Program makes grants from the federal government available to state, local and tribal governments to assist in preparing for all hazards.

The State Community Resilience Coalition

The State Community Resilience Coalition (SCRC) Grant Program is a new state-funded grant program. Funding was provided by the Oregon State Legislature during the 2023 biennium to the Oregon Department of Emergency Management to establish this program. The purpose of the grant program is to support Community Organizations Active in Disaster (COADs) that are active in emergency preparedness, response, or recovery efforts within their community.

Hazard Mitigation Assistance

The Hazard Mitigation Assistance (HMA) grant program provides funds from the federal government to assist in hazard mitigation planning, projects, and other activities to reduce the vulnerability of our communities to hazards.

Homeland Security Grant Program

The Homeland Security Grant Program (HSGP) is a primary funding source from the federal government for building and sustaining national preparedness programs. This grant program funds activities in planning, organization, equipment purchasing, training and exercises.

Nonprofit Security Grant Program

The Nonprofit Security Grant Program (NSGP) is one of three grant programs that focus on enhancing the ability of state, local, tribal and territorial governments, as well as nonprofits, to prevent, protect against, respond to, and recover from terrorist attacks.

State Preparedness Incident Response Equipment Grant Program

The State Preparedness and Incident Response Equipment (SPIRE) grant program provides equipment to local governments and other recipients for emergency preparedness.

State and Local Cybersecurity Grant Program

The goal of the State and Local Cybersecurity Grant Program (SLCGP) is to assist state, local and tribal governments with managing and reducing systemic cyber risk.
