FAQ Grant Terms and Conditions

Our staff are reviewing the terms and conditions of FY25 preparedness grant awards, including the Emergency Management Performance Grant (EMPG), Homeland Security Grant Program (HSGP), Nonprofit Security Grant Program (NSGP), State and Local Cybersecurity Grant Program (SLCGP), and the National Earthquake Hazards Reduction Program (NEHRP).

The following FAQ outlines key updates regarding contract timelines, reimbursement procedures, reporting requirements, and other considerations affecting sub-recipients.

OEM will work as quickly as possible to send contracts. The terms and conditions of the grant awards need to be reviewed by our OEM team and by Oregon DOJ prior to distributing. This process usually takes several weeks. OEM anticipates it will take longer this year due to the number of changes and new provisions. 

OEM received notification of awards for FY25 EMPG, HSGP, NSGP, SLCGP and NEHRP as of 9/27/2025. OEM is reviewing the terms and conditions for all awards and determining if OEM can accept. OEM has not yet accepted any preparedness grant awards. OEM has until late November to officially accept FY25 EMPG, HSGP, NSGP, SLCGP.

The FY25 HSGP award for Oregon is currently enjoined under a temporary restraining order in Illinois vs FEMA, 25-cv-00495. The Court ordered FEMA “to rescind all fiscal year 2025 Homeland Security Grant Program award notifications and de-obligate the associated funds.” OEM may not have access to these funds for some time. ​

​OEM will continue with the application review process to ensure Oregon is prepared to make sub-recipient awards as quickly as possible once access to the award is re-established.

​The Period of Performance (POP) for the FY25 awards for EMPG and HSGP is 10/1/2025-9/30/2026. These are different than the POPs outlined in the NOFOs. There is new litigation regarding the POP changes.

​OEM will provide information on impacts and courses of action when available.

​​For all active awards continue to send reports and RFRs as outlined within the contract. For pending awards, there is no obligation to submit materials until an executed contract is in place. OEM will provide documentation due dates once contracts are executed.

OEM is revising the current RFR form, so all items requested in the new review process are included. The RFR form will be sent when contracts are sent. Jurisdictions may complete and submit RFR forms any time, but they will not be processed until the contract is fully executed.

To ensure payment as expedient as possible, please ensure all materials are included and are submitted on time or early. RFR Guidance​ is available and OEM Regional Coordinators can support RFR compilation.

For award amounts under this threshold, there should be no impact. For awards above this amount, impacts are unclear. It is possible there will be delays in notification of award.

​ The HSGP NOFO included new provisions that all projects require FEMA approval, regardless of project amount.

​OEM is still waiting on additional guidance from FEMA on these requirements and will provide information to sub-recipients as soon as it is available.

​Each agency will need to review the language and determine the risk they are willing to accept. The OEM awards contain articles excluding the new termination conditions. In the event of a termination, all financial obligations will cease on that date.

​We can’t speculate on future grant processes and requirements.

Ensure all paperwork is in order and thoroughly document the work. If scrutinized, having a paper trail that shows compliance is much more effective than trying to recall if, when, and why something was completed.

​OEM cannot speculate on 2026 grants. The new EMPG funding methodology was leveraged for the FY25 NOFO and application process. As new information arrives about future funding possibilities, the workgroup will be reinstated.

This is subject to change as the budget situation is fluid, but currently there are no anticipated impacts to local grant awards. OEM is assessing impacts to service delivery related to planning, training and exercise support from OEM.

​OEM is in the process of reviewing whether we can accept the award. If we determine we can accept, we will work with our Region 10 Preparedness Officers to remove the holds.
