Swift Current Flood Mitigation Assistance Grant Program

Notice of Funding Opportunity for the FY 2026 Swift Current Grant Program
The Oregon Department of Emergency Management (OEM) is pleased to announce a new Notice of Funding Opportunity for the FY 2026 Flood Mitigation Assistance Swift Current Grant Program.  

Oregon has qualified for up to $10 million total in federal grant funding to pay between 90-100% of costs associated with Property Acquisitions or Elevations for Severe Repeated or Repeated Loss Homes.

Eligible projects include: property acquisition and structure demolition or relocation, structure elevation, dry floodproofing of historic residential structures or non-residential structures, non-structural retrofitting of existing structures and facilities, mitigation reconstruction, and structural retrofitting of existing structures. 

This grant is open to properties statewide, but the OEM Mitigation Team and FEMA have identified qualifying properties in the following jurisdictions: Benton, Clackamas, Columbia, Coos, Crook, Curry, Deschutes, Douglas, Gilliam, Hood River, Jackson, Jefferson, Lake, Lane, Lincoln, Linn, Malheur, Marion, Morrow, Multnomah, Polk, Sherman, Tillamook, Union, Wallowa, Wasco, Washington, and Wheeler Counties.

To qualify, buildings must:  
  • Have an active National Flood Insurance Program policy as of the application start date, and;  
  • Maintain coverage throughout the flood hazard mitigation activity—and, in some cases, for the life of the structure. 

Property owners who have buildings that qualify must work with their county or Tribal office of emergency management to submit a pre-application notice of interest by Friday, Oct. 9, 2026. Visit the FEMA NFIP Repetitive Loss Overview to see potentially eligible properties. 

Once eligibility is confirmed through the pre-application process, selected emergency managers will be invited to submit their subapplication via BOTH the OEM Grants system and the FEMA GO system. Final subapplications are due Friday, Dec.18, 2026.

The federal cost share of these projects is generally 75% of all eligible costs, but some properties are eligible for up to a 100% federal cost share of the assessed value of your property. 

OEM has also contacted local (city, county, or Tribal) emergency managers and floodplain administrators about this program opportunity. If you would like more information about this grant opportunity, please contact your local emergency manager. 

NOTE: the acquired property would need to be in open space under county/city/tribal ownership in perpetuity.
