OHA Digital Accessibility Roadmap

Overview

Implementation for Digital Accessibility Policies ODHSOHA 010-029 and ODHSOHA 010-030 will proceed according to the following timeline. During Phase 1, focus will be systematically directed toward public-facing resources. During Phase 2, focus will shift to include internal-facing resources.

  • Execution (July 2025 – April, 2026) 
    • Track 1: Digital Accessibility for the Web (July 2025 – April 2026)
    • Track 2: Accessibility for Documents (July 2025 – April 2026)
    • Track 3: Contracting & Procurement (July 2025 – April 2026)
  • Training and Communications (July 2025 – Ongoing)
  • Closing (April 2026 – May 2026)

Key Deliverables / Processes

Digital Accessibility for Web

  • Automated Testing with Siteimprove (Ongoing)
  • Manual Testing (Ongoing): target of 24 high-impact public-facing sites in Phase 1

Document Accessibility

  • All new documents to meet meet WCAG 2.2 and PDF/UA standards (by April 2026)
  • Remediation of high-impact pre-existing documents (September 2025 - Ongoing)

Contracting and Procurement

  • Creation of risk matrix and exception process (by January 2026)
  • Drafting and implementation of new contract language (by April 2026)

Training and Communciations

Training

  • Accessibility for OIS Web Designers (by September 2025)
  • Digital Accessibility Fundamentals (by October 2025)
  • Fundamentals of Document Accessibility (by December 2025)
