Critical Access Pharmacies (CAPs) in Oregon ensure residents have access to essential pharmacy services. Historically, these pharmacies were located more than ten miles from any other pharmacy to address healthcare access gaps. In 2024, the Oregon Prescription Drug Program (OPDP) amended Oregon Administrative Rule 431-121-2000 to expand the CAP definition. The OPDP now focuses on areas with high poverty rates, along with geography, to improve reimbursement and support for these vital services. As of 2024, there are 82 CAPs across the state, providing crucial medication and healthcare services. The OPDP Director handles CAP exception requests from pharmacy partners. The CAP designation applies to all OPDP participating entities served by ArrayRx. The Medicaid FFS program has adopted the ArrayRx list of CAP-designated pharmacies and has its own payment methodology outlined in OAR 410-121-0150 and 410-121-0160.
