Dr. Steven Nakana serves as Director of the Equity and Inclusion Division at the Oregon Health Authority (OHA), where he leads the development and implementation of an enterprise-wide equity and inclusion strategy aligned with the agency’s goal of eliminating health inequities in Oregon. He provides strategic direction, technical guidance, and accountability infrastructure to ensure equity is embedded across policy, operations, workforce systems, and community engagement.
Dr. Nakana brings more than 15 years of executive leadership experience across the public, private, nonprofit, academic, and international sectors. His work focuses on advancing measurable equity outcomes through systems change, strategic governance, and cross-sector partnership. Prior to joining OHA, he served as Chief Diversity Officer and Vice President for People Strategies, Equity, and Culture at Portland Community College. He also held senior leadership roles at the Port of Portland, where he designed and implemented enterprise equity and shared prosperity strategies integrating workforce, procurement, and economic development systems.
In the private sector, Dr. Nakana served in a leadership role at Portland General Electric, where he led equity-centered community engagement initiatives, and integrated equity considerations into partner and community engagement and program design within a regulated utility environment. His cross-sector experience also includes leadership roles at CareOregon and Mercy Corps, as well as earlier work as a Researcher at the Center for Conflict Resolution in Cape Town, South Africa, where he contributed to dialogue facilitation, policy analysis, and peacebuilding initiatives in complex political and post-conflict contexts.
A defining dimension of Dr. Nakana’s leadership is conflict resolution and peacebuilding. He has extensive experience in mediation, interest-based negotiation, and systems-level conflict transformation, supporting institutions and communities navigating complex change. He is a Rotary Peace Fellow, selected through the Rotary Foundation’s highly competitive global fellowship program, which prepares leaders in peacebuilding, conflict prevention, and sustainable development. Through this program, he completed advanced training in conflict analysis, negotiation, and peacebuilding, strengthening his capacity to lead inclusive, durable solutions across diverse sectors.
Dr. Nakana holds a Ph.D. in International Studies (summa cum laude) from the Graduate Institute of International and Development Studies at the University of Geneva, an M.A. in Sociology from the University of California, Berkeley, and an M.A. in International Relations from the University of Cape Town in South Africa. He also holds academic credentials in conflict resolution and peacebuilding, as well as professional certifications in program and project management, human resources, change management, and negotiation.
